About this opportunity

The City of Roseburg, Oregon is requesting bids for interior improvements to the third floor of the Public Safety Center located at 700 S.E. Douglas Avenue, with proposals due September 30, 2026 under solicitation 24ARPA12.

The scope comprises three improvement areas totaling approximately 2,240 square feet: Improvement Area A (office tenant improvement, 1,785 sf); Improvement Area B (two single-occupant showers and storage room, 300 sf); and Improvement Area C (new reception window, 155 sf). Work includes wall framing, roofing repairs, interior doors and frames, gypsum board finishes, flooring, ceiling, tile, painting, toilet accessories, plumbing, HVAC, lighting, power, fire alarm modifications, and fire sprinkler modifications. The project is funded through ARPA (American Rescue Plan Act) mechanisms.

All contract employees must complete CJIS (Criminal Justice Information Services) fingerprinting, background checks, and security training before beginning on-site work. The contractor is responsible for project coordination, scheduling, compliance with Oregon building codes and accessibility standards, dust control, and temporary barriers separating construction from adjacent occupied police operations. Construction access is restricted to hallway 352. The contractor assumes responsibility for trade permits; the City retains responsibility for building permits and associated fees. Owner-furnished, owner-installed items include furniture and building intrusion security systems.

Deliverables include final punch lists, record drawings, operations and maintenance manuals in both digital PDF and three-ring binder formats organized by specification section, and warranty documentation. The contractor must conduct final cleaning with demonstration and instruction of Owner personnel on all systems and equipment.

Consultants include architect Curt Wilson (Wilson Architecture), mechanical engineer Steve Schual, plumbing engineer Steven Savich (both Systems West Engineers), and electrical engineer Jim Krumsick (Paradigm Engineering). The Project Manual, drawing set (25 MB), and specification documents are available to prospective bidders.
