About this opportunity

The Mississippi Department of Mental Health is soliciting proposals for a single-vendor award to deliver a statewide behavioral health telehealth and crisis support program for Mississippi's veterans and first responders, with proposals due October 14, 2026 at 5:00 p.m. Central Time. This is a sole-source intent procurement under RFP 2487-20260929135347.

The scope comprises teletherapy services (up to 10 sessions per participant with unlimited additional clinically-indicated sessions), a 24/7 direct crisis support line staffed by licensed clinicians, on-demand wellness programming, and a real-time reporting dashboard accessible via phone or computer. Services must be cost-free to participants with no referral, insurance, or paperwork barriers. The target population is approximately 200,000 eligible individuals across all 82 Mississippi counties, with intentional outreach to rural areas. The vendor must achieve program go-live no later than 60 calendar days after contract execution.

Minimum qualifications include at least five years of continuous teletherapy operation, contracts with at least two state government agencies (at least one serving veterans or first responders), a clinician network licensed to practice in Mississippi, a functioning 24/7 licensed-clinician crisis line, current SOC 2 Type II certification or equivalent security attestation, audited financial statements demonstrating financial stability, Mississippi Secretary of State registration, and verification of no debarment or suspension from federal or state programs.

The contract is fixed-price with all-inclusive pricing prohibiting implementation fees, per-session charges, per-user charges, marketing charges, or overage fees. Outreach and marketing may not exceed 10 percent of Year 1 fixed price. The vendor must provide firm pricing for optional renewal years and a per-1,000-eligible-lives rate for population expansion. The initial contract term is twelve months, with contract execution anticipated December 1, 2026, subject to Mississippi Public Procurement Review Board approval. Platform demonstrations and oral presentations are scheduled for the week of October 19, 2026. All funding is contingent on continued availability of federal Rural Health Transformation Program funds; the contract is subject to termination for convenience on 30 days' notice if funding is withdrawn.
