About this opportunity

The City of Aurora, Colorado, through Aurora Water, is requesting proposals for design-build services on the 24 Inch Peoria Waterline Slipline Project under a limited RFP, with proposals due August 18, 2026 and a pre-proposal conference on July 30, 2026. The procurement is restricted to five pre-qualified contractors under the On-Call Construction III Program for Pipeline Repairs/Replacement (Direct Bury): BT Construction, Inc.; Concrete Express, Inc. dba CEI; Garney Companies, Inc.; Miller Pipeline, Inc.; and T. Lowell Construction, Inc.

The scope is design-build rehabilitation of a 24-inch transmission main constructed in 1956 and out of service since April 2025 due to water quality and structural integrity concerns. Design services include utility locating, subsurface utility engineering, geotechnical investigations, structural calculations, permit identification, floodplain and stormwater compliance reporting, and plans and specifications at 30%, 90%, and 100% completion stages. Construction phase services include sliplining the 24-inch line with a 16-inch waterline. Design services are budgeted at a not-to-exceed amount of $200,000, billed on a time and materials basis. The total estimated project cost is $3 to $4 million including overhead and profit, with anticipated Phase 1 design cost of $200,000 in 2026 and Phase 2 construction cost of $3.8 million in 2026 on an expedited schedule.

The City of Aurora is subject to the Colorado Small Business Enterprise Program, which mandates that contracts over $250,000 awarded to large businesses include good faith efforts to award no less than 10% of subcontracting dollars to qualified SBEs unless the selected proposer is itself a small business or performs 100% of the work with its own workforce. Proposals are evaluated on 90 points maximum across quality (5), management approach (30), alternative project delivery experience (10), similar project experience (10), construction project manager experience (15), design project manager experience (10), overhead/profit and insurance/bonds (5), and general conditions costs (5), plus pass/fail past performance and professional conduct. Questions are due August 6, 2026. Interviews with short-listed firms occur the week of August 31, 2026, with notification to the top-ranked firm the week of September 14, 2026 and contract award anticipated in October 2026.
