About this file
Summary
This Request for Proposals (RFP) is issued by the City of Aurora, Colorado, through its Utility Enterprise (Aurora Water), for Design-Build services for the 24 Inch Peoria Waterline Slipline Project. The project involves the rehabilitation of a 24-inch transmission main constructed in 1956, which has been out of service since April 2025 due to water quality and structural integrity concerns identified during a CCTV inspection and subsequent cleaning. The work includes design services covering utility locating, subsurface utility engineering, geotechnical investigations, structural calculations, permit identification, floodplain compliance, stormwater management reporting, and complete design plans and specifications at 30%, 90%, and 100% stages, as well as construction phase services including sliplining the 24-inch line with a 16-inch waterline. The RFP is limited to five pre-qualified contractors under the On-Call Construction III Program for Pipeline Repairs/Replacement (Direct Bury): BT Construction, Inc.; Concrete Express, Inc. dba CEI; Garney Companies, Inc.; Miller Pipeline, Inc.; and T. Lowell Construction, Inc. The pre-proposal conference is scheduled for July 30, 2026, at 2:00 p.m. Mountain Daylight Time via Microsoft Teams. Questions must be submitted by August 6, 2026, at 2:00 p.m. M.D.T. Proposals are due electronically through BidNet no later than August 18, 2026, at 2:00 p.m. M.D.T., with proposal review occurring the week of August 24, 2026, interviews with short-listed firms the week of August 31, 2026, notification to the top-ranked firm the week of September 14, 2026, and contract award anticipated in October 2026. Construction must commence in 2026 on an expedited schedule as the line has been out of service for over 18 months supplying water to three businesses through alternate services.
The project is anticipated to consist of one construction work package with an estimated total cost of $3 to $4 million including contractor overhead and profit. Design services are budgeted at a not-to-exceed amount of $200,000 to be billed on a time and materials basis using labor rates provided by the contractor. The contract is a two-phase design-build delivery with Phase 1 covering design services in 2026 ($200,000) and Phase 2 covering construction in 2026 ($3.8 million). The City is subject to the Colorado Open Records Act and requires compliance with its Small Business Enterprise (SBE) Program, which mandates that contracts over $250,000 awarded to large businesses include a good faith effort to award no less than 10% of subcontracting dollars to qualified SBEs unless the selected proposer is itself a small business or performs 100% of the work with its own workforce. Proposals will be evaluated on a maximum of 90 points based on criteria including quality of the proposal (5 points), management approach (30 points), experience with alternative project delivery (10 points), experience with similar projects (10 points), construction project manager experience (15 points), design project manager experience (10 points), overhead and profit fee percentage and insurance/bonds (5 points), and construction phase general conditions costs (5 points), plus a pass/fail assessment of past performance and professional conduct. The City’s SBE Program demonstrates the City’s commitment to the SBE community by promoting economic growth within the local business community and providing a development program to assist SBE’s regardless of gender, age, race or ethnicity.
For purposes of the City’s Program, SBE’s are defined as a small business if they meet 50% of the Small Business Administration’s size standard that applies to the appropriate North American Industry Classification (NAICS) code for the scope being procured. SBE’s shall self-certify as to their business size status.
As part of the SBE Program, Contracts over $250,000 awarded to large businesses by the City’s Office of Purchasing Services shall require that the large business use a Good Faith Effort to award no less than 10% of their subcontracting dollars to SBE’s, if they plan to subcontract any portion of the work. This Program does not apply to businesses that will perform 100% of the Work with their own workforce and or to the Selected Proposer who is already a small business enterprise as it relates to the NAICS identified for this RFP.
Proposers are encouraged to identify as many aspects of the Work as possible to enhance the utilization of SBE’s. Proposers are expected to use qualified SBEs. To be qualified, SBEs must have the necessary financial capabilities, skill, experience, and access to the necessary staff, facilities and equipment to perform the work or to provide the supplies or services that are required.
4.7.2 If the Good Faith Effort requirements of the SBE Program are not met in awarding no less than 10% of the subcontracting dollars to qualified SBE’s, it shall be the responsibility of the large business/Selected Proposer to demonstrate its good faith efforts in attempting to meet the objective. The Selected Proposer, if it has not met the specified objective, must provide a completed Good Faith Effort Questionnaire in support of its good faith effort to meet the objective for evaluation and approval by the City.
4.7.3 In order to demonstrate compliance with the City’s SBE Program, the Selected Proposer must complete, sign and submit the documents/forms entitled Statement of Intent to Use Small Business Enterprises (Exhibit A) and Individual Letter of Intent for Each Small Business Enterprise (Exhibit B). In addition, if the SBE objective has not been met, the Selected Proposer will be required to submit the Good Faith Effort Questionnaire (Exhibit C) as provided for herein under "Good Faith Effort." All forms shall be submitted by the Selected Proposer as directed by the City prior to the award of each Work Package. If these forms are not completed in detail, signed and submitted as noted above, the Work Package proposal may be deemed incomplete and returned for revision.
4.7.4 The adequacy of the Proposer’s good faith effort will be evaluated based upon the following criteria:
1. The Proposer's outreach efforts, including:
• Advertising in trade association publications and other publications.
• Mailings to SBEs;
• Contacts with SBE contractor organizations;
• Phone contacts with SBEs; and
• Other activities identified by the Proposer.
2. List items of work identified by the Proposer for subcontract or supply to meet the Program objectives;
3. Efforts to negotiate with SBEs to obtain them as subcontractors or suppliers;
4. Efforts to provide SBEs a full and fair opportunity to submit proposals, including the opportunity to review drawings and to have the time to prepare proposals and negotiate; and
5. The reasons why the Proposer was unsuccessful in its efforts to obtain SBEs as subcontractors, suppliers or joint venture partners.
If the City determines that the Proposer failed to make a good faith effort, their Proposal may be deemed non-responsive and may be rejected as such.

1.0 BACKGROUND
The 24" Peoria transmission main, constructed in 1956, is a steel cement mortar and coal tar lined pipe with an original wall thickness of 3/8" (effective wall thickness 0.3125"). This main runs from 6th Ave. to Colfax Ave. following the alignment of Peoria Street.
During a PRV replacement project, the line was cut and capped with plastic. A subsequent storm event compromised the cap, flooding the line with stormwater. Cleaning of the line occurred after the event to remove all stormwater from the potable line. During this cleaning, visual observation revealed that petrochemicals had entered the line, and pursuant to AWWA standards, the line could not be returned to service. In addition, a CCTV inspection was performed of the line which revealed the following:
• Damaged and flaking coal tar enamel liner, creating potential for harmful leaching into potable water
• Punctures and visible deformations in the pipe wall
• Multiple joints showing cracks and separations
• External corrosion at exposed locations, consistent with lack of cathodic protection
These findings collectively confirm that the Peoria line both water quality and service reliability risks if returned to service.
Due to the flooding event, the line has been taken out of service and will remain out of service until the rehabilitation is complete. See Exhibit A for the full alignment of the line as well as appurtenances located along the line.
2.0 SCHEDULE AND CONSTRAINTS
Project is anticipated to have One construction work package. It is Aurora Waters’ intent to perform the rehabilitation now that the line is out of service. Rehabilitation is envisioned to be by trenchless means due to the location of the pipe. Aurora Water believes sliplining the 24 inch line with a 16 inch waterline is the best method of rehabilitation of this line. Time is of the essence, and the Aurora Water would like the rehabilitation to commence in the shortest feasible timeframe. The 24” transmission main has been out of service since April 2025 and there are currently three business which are being supplied water through alternate services. The rehabilitation of this project is requested to be extremely expedited as time is of the essence to return the line to service.
Construction will occur as soon as feasible, but must commence in 2026. As part of the proposal, include a schedule for design and construction.
Each Notice to Proceed for an awarded Work Package under this Agreement shall include a detailed schedule including all Contract Times including but not limited to any milestones, the Substantial Completion Date, and Final Completion Date. All Contract Times, Milestones and Substantial and Final Completion dates shall be mutually established, in writing, by Owner and Contractor for each Work Package.

It is anticipated that construction will be separated into one (1) Work Package namely:
1. 24 Inch Peoria Waterline Slipline (Design and Construction)
5.0 DESIGN-BUILD SERVICES
5.1 DESIGN-BUILD Introduction and Services Scope
The intent of the DESIGN-BUILD delivery model is to form a partnership between the Owner, Design - Builder. The goals of this partnership are to mitigate risk, improve the construction schedule, streamline the project, and produce a project that adheres to the established budget and schedule. The Owner anticipates that the Contractor will be an integral part of the design team and provide input to improve constructability, meet budget, achieve schedule goals, and reduce risk during the construction phase.
This Contract includes the design and construction of the 24 Inch Peoria Waterline Slipline Project using a two-phase process, design phase and construction phase per work package as described herein. If the Contractor and Owner cannot come to a final agreement on each GMP, then the Contractor’s contract will not progress to Phase 2. In this case, the Owner may advertise the Project for competitive bid, and the Contractor may participate in the competitive bidding process along with other qualified bidders.
It is the Contractor’s obligation to construct the Project within the GMP and meet the project schedule. It is also the Contractor’s obligation to actively collaborate with the Owner and Designer to propose solutions to achieve these goals as risks emerge throughout the design and construction of the Project. If the Contractor determines that the Project cannot be delivered within the Owner’s allocated budget, the Owner retains the right to cancel the Project, reduce the scope, or deliver the Project by other means.
The Contractor will be relied upon for the following expertise during the design phase:
• The skills and knowledge to refine the quantities of materials, labor and equipment needed for construction.
• The skills and knowledge to determine the tasks needed to complete the Project and estimate the costs, duration, and sequence of tasks.
• An understanding of the availability, cost and capacities of materials, labor, and equipment.
• The skills and knowledge to identify potential risks (including financial risks) and methods to mitigate them prior to the start of construction.
• Identification and engagement with qualified subcontractors who will competitively bid work tasks.
• Ability to provide additional information on constructability, costing, and phasing.
• Procure and manage the Design Firm as part of the DESIGN-BUILD contract
• Provide an open book GMP and cost for the Work Packages
5.2.2 Construction Phase Services (Phase 2) – By Work Package If the Contractor’s GMP is accepted for a given Work Package, it will be contracted under Part 5 using the Work Package Acceptance Award Form (Attachment 5.5) and separate purchase orders.
In the event the Contractor’s GMP proposal is accepted by the Owner, no costs for services shall commence or accrue until after the City of Aurora provides written acceptance and authorization for Phase 2.
