About this opportunity

The Pennsylvania Game Commission (PGC) is soliciting electronic bids for a new 40' x 60' x 14' pole building storage facility to be located at State Game Lands #164 in Butler County's Clearfield Township. The procurement is divided into two separate contract components: Contract No. 1 for General Construction and Contract No. 2 for Electrical Construction. The project encompasses constructing a pole building with a concrete floor slab, metal roofing and siding, radiant insulation, overhead and man doors, windows, trench drain systems, and comprehensive electrical service including power distribution and lighting with controls. Key deliverables include a fully functional maintenance storage building for implements and tools, with no additional utility connections planned. Potential bidders must submit electronic bids by Thursday, May 1, 2025, at 2:00 PM, with questions directed to Zachary Whitenight at 717-787-4250 Ext. 73628 or zwhitenigh@pa.gov. Evaluation criteria will focus on the lowest responsible and responsive bidder, with an emphasis on demonstrated experience in similar construction projects.

The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. All bidders must be registered in the Pennsylvania Supplier Portal and possess a vendor number to conduct business and receive payment. Contractors are required to comply with Pennsylvania labor laws, including a minimum wage of $15.00 per hour with annual cost-of-living adjustments and various worker protection statutes. While no specific budget range is detailed, the project appears to be funded through the Pennsylvania Game Commission's capital improvement or maintenance budget. Performance security of 100% of the total contract price will be required within ten days of the contract effective date. Contractors must also provide certification of labor law compliance and may be subject to penalties for false certifications, including potential contract termination and a three-year prohibition on bidding for future Commonwealth contracts. The contract is set to commence upon delivery of the purchase order and is scheduled to terminate on September 19, 2025.
