About this opportunity

The Pennsylvania Game Commission, Bureau of Wildlife Habitat Management, Forestry Division is issuing an Invitation for Bids (IFB) for woven wire deer exclosure fence installation services across State Game Lands in Centre, McKean, and Elk Counties in the North Central region of Pennsylvania. The procurement requires contractors to furnish all labor, superintendence, materials, tools, and equipment necessary to install approximately 29,344 linear feet of perimeter fencing across five separate project sites: Sandy Run (6,715 linear feet), Nuclear Aspen (6,650 linear feet), Sparking Rails Block 7 (3,012 linear feet), Wapiti Rendezvous 2 (5,969 linear feet), and Wapiti Rendezvous 3 (6,998 linear feet). The scope of work includes installation of 17 man gates, one 16-foot truck gate, and four 40-foot skidder gates in accordance with detailed installation specifications provided in Attachment I. Contractors must comply with all applicable Pennsylvania labor laws including the Prevailing Wage Act, Construction Workplace Misclassification Act, and workers' compensation requirements, and must certify compliance with these requirements via the Worker Protection and Investment Certification Form. The contract term runs from July 1, 2026, through June 30, 2027, with mandatory performance milestones requiring at least 50 percent of linear footage installed by February 1, 2027, and full completion by contract expiration. Pricing shall be submitted on a per-linear-foot basis with payment made on a reimbursement basis for actual linear feet installed. The bid due date is June 2, 2026, at 2:00 PM via the PA Supplier Portal, with bid results posted on www.emarketplace.state.pa.us/bidtabs.aspx. Optional site inspection tours are available by contacting Regional Forester Paul Lupo at 570-398-4744, and technical questions should be directed to Chief Forester Paul S. Weiss or Forest Program Specialist Aaron Tyson.

The procurement includes no specific set-aside designations for disadvantaged enterprises based on the provided documentation, though all bidders must comply with Commonwealth nondiscrimination and sexual harassment policies. Successful bidders must be registered in the Commonwealth's Vendor Master file prior to receiving the purchase order and must provide performance security of $5,000 per line item within 30 days of award notification. Contractors are required to maintain Workmen's Compensation insurance and Comprehensive General Liability Insurance with minimum bodily injury and property damage coverage of $300,000 per occurrence, naming the Commonwealth as an additional insured, with the Commonwealth retaining the right to offset any state tax liabilities or obligations against payments due. Historical installation rates referenced in the project budget documentation indicate per-linear-foot costs ranging from $2.30 in FY 2015-2016, though no maximum bid price or budget allocation is explicitly stated in the solicitation materials. The contract is subject to the Reciprocal Limitations Act regarding materials procurement, and the Commonwealth reserves the right to award by line item if advantageous, reject any or all bids, and terminate for convenience or cause. Award will be made to the lowest responsive and responsible bidder, with successful completion requiring a one-year warranty on all work and materials and compliance with specific operational restrictions including no-work days during hunting seasons, mandatory hazard tree removal, erosion control requirements, and the conduct of a deer drive with Forestry Division representatives present prior to fence closure.
