About this file

This is a Worker Protection and Investment Certification Form issued by the Commonwealth of Pennsylvania requiring compliance with state labor and workforce safety laws. The Pennsylvania Game Commission, Bureau of Wildlife Habitat Management, Forestry Division seeks contractors to install approximately 29,344 linear feet of woven wire deer exclosure fence across multiple blocks of State Game Lands located in Centre, McKean, and Elk counties. The project scope includes furnishing all labor, superintendence, materials, tools, and equipment necessary for fence installation in accordance with attached specifications. An optional site inspection tour is available for interested bidders by contacting the Regional Forester, Paul Lupo, at the North Central Region office. All quantities are estimated, and technical questions should be directed to Chief Forester Paul S. Weiss or Forest Program Specialist Aaron Tyson, while procurement-related inquiries should be directed to the PGC Procurement Division.

Contractors must certify compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and applicable state labor and workforce safety laws including the Construction Workplace Misclassification Act, Prevailing Wage Act, Equal Pay Law, Minimum Wage Act, and multiple additional statutes enumerated in the certification form. Contractors are required to report any changes in compliance status immediately to the Purchasing Agency. False certifications are subject to penalties including contract termination and three-year ineligibility to bid on Commonwealth contracts under 62 Pa. C.S. § 531. The certification must be executed by an official duly authorized on behalf of the contractor and is subject to the provisions and penalties of 18 Pa. C.S. § 4904 regarding unsworn falsification to authorities.
