About this opportunity
The Pennsylvania Game Commission (PGC), Southcentral Region, is seeking a qualified operator to perform mowing and woody vegetation removal services on State Game Lands 249 located in Adams County, specifically in Tyrone and Reading Townships. The contract involves mowing and/or cutting approximately 35 acres of interfering woody vegetation, with the total acreage dependent on available project funds. Interested contractors must submit electronic bids through the Commonwealth's Supplier Relationship Management (SRM) system by March 11, 2022, with an optional site inspection scheduled for March 4, 2022. The project requires the contractor to furnish all necessary materials, labor, equipment, tools, and perform all work to the PGC's satisfaction. Contractors must provide a 10% performance bond prior to commencing work and adhere to prevailing minimum wage requirements. The contract will commence upon receipt of the purchase order and terminate on June 30, 2022, with no extension option.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Bidders must complete several mandatory certifications, including a Worker Protection and Investment Certification Form, which verifies compliance with Pennsylvania labor laws such as the Construction Workplace Misclassification Act and Minimum Wage Act. Contractors must also submit an Iran-free procurement certification and comply with nondiscrimination and sexual harassment requirements. While specific budget ranges are not explicitly stated, the contract will be awarded on a per-acre basis, with payment contingent on actual acres correctly completed as determined by the PGC. Potential bidders must demonstrate contractor responsibility, which includes not being suspended or debarred, and must maintain the highest standards of integrity. The Commonwealth reserves the right to reject any or all bids and will award the contract to the lowest responsive and responsible bidder.
