About this opportunity
The Pennsylvania Game Commission, through the Department of General Services on behalf of Berks County and Blair County, is issuing an Invitation for Bids for removal and lawful disposal of deceased Whitetail Deer carcasses located on or within 50 feet of publicly maintained highways, excluding Interstate and State Routes, within specified municipalities of Bradford and Susquehanna Counties. The contractor will be responsible for receiving dispatch notifications via fax or email from the Northeast Region office seven days a week and removing carcasses within 24 hours of notification, with compensation on a per-deer basis according to submitted bids and partial compensation (25 percent of bid price) if carcasses are no longer present upon arrival. The contract term runs from July 1, 2026 through June 30, 2027, with an option to renew for up to four additional one-year terms contingent on mutual agreement between the Pennsylvania Game Commission and the contractor. Required qualifications include proof of appropriate insurance coverage (Workers' Compensation, Automotive, Public Liability with minimum $250,000 per person and $1,000,000 per occurrence, and Property Damage), proof of lawful disposal at a Pennsylvania Department of Environmental Protection-approved landfill or refuse transfer station, all necessary equipment, compliance with antler removal prohibitions, and implementation of safety protocols. The contract will be awarded to the lowest responsive and responsible bidder with bids submitted electronically through the Commonwealth's SRM system. The solicitation was posted May 6, 2026 with a bid due date of May 21, 2026, and the contractor must maintain facility access background checks for all employees and comply with an enhanced minimum wage requirement of $15.00 per hour, adjusted annually.
No specific set-aside designations or restrictions targeting disadvantaged enterprises are detailed in the available procurement documents, though the standard federal boilerplate language requires nondiscrimination in hiring and employment practices and active recruitment of minority subcontractors in any subagreement arrangements. No incumbent vendor or current contractor information is provided in the solicitation materials. The contract is subject to comprehensive federal compliance requirements under 2 CFR 200, 220, 230, 43 CFR 12, and 50 CFR 80, and contractors must certify compliance with lobbying restrictions, Iran Free Procurement requirements, contractor integrity provisions, and suspension and debarment status. The contractor is responsible for all operational costs and equipment, with monthly invoices required detailing the date, number, sex, and location of each pickup, and the Commonwealth retains the right to terminate the contract with ten calendar days' written notice. While specific award values or budget ranges are not provided in the solicitation documents, compensation is structured on a per-animal basis according to contractor-submitted bid prices, with monthly payment issued within 30 days of proper invoice receipt.
