About this opportunity

The Pennsylvania Game Commission's Northcentral Region is soliciting bids for a woodland study mowing contract covering 54 acres across State Game Lands 033, 075, and 100 in Centre and Lycoming Counties. The project requires machine mowing of laurel and other woody vegetation, with specific requirements including the use of forestry-type mowing machines with at least 75 horsepower and cutting capabilities for woody stems up to 4 inches in diameter. Contractors must provide all necessary labor, equipment, insurance, and perform mowing services in designated green-marked areas while avoiding crosshatched "No Entry" study zones. A mandatory site tour is scheduled for January 14, 2025, at 10:00 AM, meeting at the intersection of PA 287 and Little Pine Creek Road in English Center. Electronic bids must be submitted through the PA Supplier Portal by 2:00 PM on January 24, 2025, with work to be completed by April 11, 2025. Bidders must submit unit pricing per acre and be registered in the PA Supplier Portal, with technical questions directed to Dan Heggenstaller (570-660-9411) or Travis McNichol (814-342-0629).

The contract does not specify specific set-aside designations for disadvantaged businesses or minority-owned enterprises. Contractors must provide a $1,000 performance bond and maintain comprehensive general liability insurance of $300,000 per occurrence for bodily injury and property damage, along with workers' compensation insurance. Payment will be made on a reimbursement basis for successfully completed work, as verified by the Commission's acreage survey. Contractors are required to demonstrate digital mapping capabilities using AVENZA and provide 48 hours notice prior to initial site meetings. While no specific budget range is explicitly stated, the project involves mowing services across multiple game lands sites, with each site featuring approximately 9-acre mowing areas. Bidders will be evaluated based on their ability to meet technical specifications, equipment requirements, and provide competitive per-acre pricing for the total 54-acre project scope.
