About this opportunity

The Utah Division of Purchasing has issued a Notice of Intent to Award a Contract without engaging in a standard procurement process, as permitted under the Utah Procurement Code. This procurement approach allows for contract award without competitive bidding under specific circumstances, such as when there is only one source for the procurement item or when transitional costs significantly impact vendor selection. The solicitation (Reference Number 236124 Amendment 1) appears to involve a Statement of Work (SOW) update, with documentation suggesting a potential contract with Mayo Clinic. The procurement opportunity was posted on August 15, 2025, with responses due by August 22, 2025, indicating a relatively tight submission window. The state has attached multiple documents including a two-part notice, a scope of work attachment, and various supplementary materials that detail the specific procurement requirements and justification for the non-standard procurement process.

While the specific details of set-aside designations are not fully clear from the provided documentation, the procurement appears to be structured as a sole-source or limited-competition contract. The documents suggest potential restrictions on vendor participation, with the state reserving the right to award the contract based on unique circumstances that make standard procurement impractical. The attached files, including a "Claim of Business Confidentiality" document, indicate potential sensitivity around the procurement details. No specific award value or budget range is explicitly stated in the provided materials. The procurement seems focused on a specific service or deliverable related to Mayo Clinic, with the state seeking to minimize transitional costs and complexity by potentially working with a pre-identified vendor or solution. The procurement appears to be conducted by the Utah state government, specifically through its Division of Purchasing, with a focus on efficiency and strategic vendor selection.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
