About this opportunity
The City of Daytona Beach, Florida, solicited bids under ITB #2313 for pressure washing services at about 20 city-owned sites, with proposals due January 17, 2023 at 2:00 p.m. through the OpenGov Platform; that deadline has passed. The listing names Volusia County as the jurisdiction. The decision-relevant constraint is a local-vendor preference for businesses with a permanent place of business and full-time employees within city limits for a minimum of six months. Qualified local vendors matching the lowest offer may submit best and final offers under a 10 percent cost adjustment.
Scope covers exterior building cleaning, sidewalk and parking surface cleaning, and removal of dirt, grime, mildew, and graffiti across 21 line items totaling approximately 626,000 square feet, with more than 200 annual service requests. Frequencies range from twice annually to weekly for restroom areas. Work occurs generally between 2:00 a.m. and 8:00 a.m., in dry weather only, and not during Bike Week, Biketoberfest, or Spring Break without prior written approval from the Project Manager. Minimum qualifications include three years of active, permanent, successful operation before bid submission, all required permits, and sufficient organizational capacity and equipment. Required insurance includes workers' compensation under Florida Statutes Chapter 440, commercial general liability of at least $1,000,000 per occurrence and $2,000,000 general aggregate naming the City as additional insured, and automobile liability. The contractor must register with and use E-Verify under Florida Statutes Section 448.095. Performance security equals 100 percent of the contract price, and payment and performance bonds apply where the contract price exceeds $100,000.
Pricing is per service for each line item and must be inclusive of all direct and indirect costs, materials, labor, equipment, permits, and inspections, exclusive of federal taxes. Line 21 is priced as needed. A 6.5% sales tax applies to the total contract value. The City anticipates awarding one contractor for an initial three-year term, with two optional one-year renewals on at least 60 days' written notice. The contract template provides liquidated damages at a specified daily rate for unexcused delays in achieving Final Completion.
The pre-proposal meeting was held December 22, 2022 at 10:00 a.m. via Teams, and questions were due January 10, 2023 at 5:00 p.m. The listing carries an October 29, 2026 posting date, while the attached documents are dated December 2022.
