About this opportunity

The Pennsylvania Game Commission Bureau of Law Enforcement is soliciting bids on IFB for radio and vehicle maintenance services to upfit 23 law enforcement patrol and supervisor vehicles, with bids due August 4, 2026. Bidders must maintain a physical service location within 45 miles of the PGC Northcentral Regional Office in Jersey Shore, Pennsylvania — a geographic eligibility gate.

The scope encompasses upfitting of seven Chevrolet Silverado 1500 PPV units and ten Chevrolet Silverado 2500 units, each equipped with DiamondBack bed covers. Installation includes agency-provided remote-mount P25 dualband radios with dual antennas, RIoT computer systems with antennas, Setina prisoner partitions, Havis consoles, Federal Signal light and siren packages, Pro-Gard weapon racks, and Setina bumper guards. The awarded vendor must also procure and install additional components including custom equipment boxes, electrical systems, and wiring. Work is performed at the bid-awarded supplier's premises in Harrisburg, Pennsylvania (2001 Elmerton Avenue). Bidders must demonstrate facility capacity of at least two or more vehicles per week, experience building law enforcement patrol vehicles, and ability to install all outlined components per agency manuals. Photographs of previously completed projects are required.

The Pennsylvania Game Commission will procure and drop-ship all materials and components to the awarded vendor's facility; no substitutions of specified components are accepted. Installation pace is anticipated at approximately one vehicle per week. The contract term runs July 1, 2026 through June 30, 2027, with renewal options for up to five additional one-year terms contingent on PGC, vendor, and Department of General Services approval.

Award will be made to the lowest responsive and responsible bidder through a Best Value Determination process. The Commonwealth intends to award the purchase order no sooner than July 15, 2026. All items are warranted for one year following delivery and acceptance. Bidders must comply with Pennsylvania's Reciprocal Limitations Act, file the Worker Protection and Investment Certification Form, and maintain registration in the Commonwealth's Vendor Master file. No pre-bid conference is scheduled; written questions may be submitted to the issuing officer with responses posted as addenda.
