The Minnesota Department of Transportation is requesting bids on mechanical and body repairs for MN DOT Unit #219544, a Western Star 4700 Tandem Axle plow truck with Detroit Diesel DD13 Engine and Allison 4500 RDS Transmission with PTO that sustained accident damage, with bids due July 1, 2026, at 1:00 PM Central Time and a mandatory pre-bid meeting on June 11, 2026, at 9:00 AM at MN DOT's Baxter location (7694 Industrial Park Road, Baxter, MN 56425-8266). Responders certified as targeted group, economically disadvantaged, or veteran-owned businesses will receive a 12% preference in points; eligible DEED/DHS providers will receive 6% preference.

The repair scope includes damage to bent frame rails and cross members, front engine mounts, flywheel housing, transmission bell-housing, wing mount and lift assemblies, hydraulic systems, battery box, axles, hitch plate, sander, and front plow. The contractor must pick up the truck from MN DOT headquarters in Baxter, perform all repairs, and return it to the same location. Repairs must be completed within 120 days after order receipt. All costs — labor, parts, materials, disposal, hazardous materials fees, permits, and licenses — must be included in pricing submitted on Exhibit D using hourly labor rates and parts/materials markups.

The estimated total contract value is $90,000 to $120,000. The contract term runs from July 1, 2026, through January 1, 2027, or upon satisfactory completion, whichever occurs first. Installation materials and labor are warranted for one year following final acceptance. All-inclusive pricing must cover equipment, attachments, and installation for a complete, ready-to-use unit.

The contractor must maintain comprehensive insurance including General/Garage Liability ($2 million per occurrence/$2 million annual aggregate), Automobile Liability ($2 million combined single limit), Workers' Compensation, and Garage Keepers or Property of Others insurance equal to actual cash value. E-Verify certification is required. Questions are due June 18, 2026, at 1:00 PM to Greg Schultz, Transportation Acquisition Specialist. All bids must be submitted electronically through the SWIFT Supplier Portal; no non-electronic responses are accepted.
