About this opportunity

Portage Public Schools is requesting proposals for the design and installation of a video surveillance system at Woodland Elementary School in Portage, Michigan under RFP #20475, with sealed proposals due June 15, 2026 at 2:00 PM ET.

The scope encompasses 16 IP security cameras (2 ceiling-mounted PND-A9081RV models and 14 wall/corner-mounted PNM-C32083RVQ models positioned at 10-foot elevation on the first floor), mounting hardware, camera licensing, patch cables, and all labor for installation, configuration, and testing. The system must integrate with the District's existing Milestone xProtect Expert Edition video management software (District Software License Code M01-C02-232-01-6C4BC). The contractor is responsible only for cameras, mounting hardware, and licensing; the District provides cabling, Network Video Recorders, and the VMS platform. Installation includes manufacturer-certified camera configuration per the owner's network standards, varifocal aiming coordination with owner sign-off, recording configuration to the NVR, camera labeling, and security hardening (default credential changes prior to network connection). Work must be coordinated with the Construction Manager as the building remains under construction; site access runs 7:00 AM to 5:00 PM Monday through Friday, with additional hours available by arrangement.

Bidders must submit unit pricing by camera type with all labor, equipment, installation, configuration, and testing costs included; shipping, insurance, and verification costs must be embedded with no additional charges permitted. A 5% bid bond is required. Contracts exceeding $50,000 require Performance and Labor & Material Payment Bonds at 100% of contract value from A.M. Best rated A- or better surety companies. Required insurance includes Workers' Compensation ($500,000), Commercial General Liability ($1,000,000 combined single limit), Automobile Liability ($500,000), and Umbrella/Excess Liability ($2,000,000). Bidders must hold full licensing, manufacturer authorization to install and configure the specified camera models, and fully certified technician staff.

The anticipated purchase order issuance is the week of July 20, 2026, with project completion by July 30, 2027. The contractor receives 10% retainage until final completion and must provide a one-year warranty from Substantial Completion covering all equipment, parts, software, and workmanship, with warranty service within 24 hours of notification. Portage Public Schools is tax-exempt and will apply for eRate funding; awarded vendors are expected to participate in this program.
