About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB) is requesting bids for 2030 moped decals in regular and dealer varieties, with bids due August 21, 2026. Only prequalified vendors registered with the State of Michigan's Print & Mail Management program and vendor system are eligible to bid.

The scope comprises 30,200 decals total: 30,000 regular decals numbered G000R through H999W and 200 dealer decals numbered D000R through D199R. Each decal measures 1.5 inches by 6 inches, features orange vinyl with black sequential numbering in ANNNA format, and requires 3.5 mil flexible vinyl with thermal transfer printing, 1 mil clear over-laminating polyester, permanent adhesive, and 78-pound bleached kraft release liner. Decals must have rounded radius corners and PDF proof approval before production. Packaging must be individual sheets in bundles of 25 with cartons labeled by quantity, package count, sequential ranges, and DPO number.

All bids must be submitted online with complete costs including freight, F.O.B. Destination prepaid to 7461 Crowner Drive, Lansing, Michigan 48913. Vendors must submit detailed quote letters with bids; omission results in automatic disqualification. Delivery must comply with State packing and labeling requirements, including single-face hardwood pallets (44"–48" length, 36"–48" width, maximum 5'6" height, 4,000-pound gross weight limit). The dock operates Monday–Friday, 8:00 a.m. to 3:30 p.m., excluding standard holidays. Vendors bear all packaging, freight, and shipping costs. No underruns are permitted; overruns are at vendor expense.

Award will be determined on best price and value, not lowest bid alone, with consideration of past quality performance and specification compliance. Prequalification requires approximately one week. All source files and electronic materials become State property upon delivery. Standard Michigan contract terms apply, including EFT payment registration, 45-day invoice payment terms, and prevailing wage compliance where applicable.
