About this opportunity

The City of Aurora, Illinois is requesting bids for water treatment plant chemicals — calcium oxide (quicklime) and fluorosilicic acid — under IFB, with bids due October 21, 2026 at 11:00 a.m. via the City's OpenGov Procurement System. Questions are due October 13, 2026, with responses by October 16.

The City seeks 5,100 tons of calcium oxide and 120,000 pounds of fluorosilicic acid annually for 2027, with an option for one additional one-year extension through 2028 at the same quantities. All chemicals must be NSF/ANSI Standard 60 certified for drinking water treatment. The quicklime must be quick-slaking rotary kiln burned, substantially free from cinders, dirt, ash, core, unburned stone, and foreign materials, and previously used successfully in public water supplies of all types. Products must comply with ANSI/AWWA standards for chemical composition.

Calcium oxide deliveries must arrive in 20-ton truck trailer lots Monday through Friday between 7:30 a.m. and 3:30 p.m., within three working days of order placement. Fluorosilicic acid deliveries of approximately 4,000 gallons must be made within five working days of order. All pricing must remain firm for the entire contract period, quoted as full purchase prices including delivery to the Aurora Water Treatment Plant at 1111 Aurora Avenue.

The successful bidder must provide a Performance Bond and Payment Bond each at 100 percent of the full contract price; General Liability Insurance of $1 million per occurrence and $2 million aggregate; Auto Liability Insurance of $1 million combined single limit; and Umbrella Excess Liability of $4 million per occurrence and $4 million aggregate. Award will be made to the lowest responsive and responsible bidder. The successful contractor must execute the contract within ten days of notice of award. The City of Aurora is exempt from state and federal taxes on this purchase.
