About this opportunity

McHenry County Division of Transportation (MCDOT) is requesting qualifications for pavement condition assessment services covering approximately 530 lane miles of paved highways, with qualifications due September 28, 2026.

The scope encompasses pavement condition rating using the Illinois Center for Transportation's Condition Rating Survey methodology; data collection for National Performance Management Measures including International Roughness Index, rutting, cracking, and faulting; Pavement Condition Index calculations per ASTM D6433; high-resolution digital roadway imagery at 50-foot intervals; capital program recommendations for pavement preservation; and system integration with ESRI ArcInfo GIS software version 10.5 and Cartegraph Operations Management System software. All data must be reported in standardized formats (.xls or .csv) compatible with the County's existing systems. The selected consultant will access PMS and GIS segment geographical data for 126 managed segments maintained by MCDOT.

Evaluation criteria are Technical Approach (25%), Firm Experience (20%), Specialized Expertise (20%), Staff Capabilities (15%), Workload Capacity (10%), and Past Performance (10%). In-state or local presence carries no weighting. Submissions must include a cover letter, table of contents, project understanding summary, organizational chart with key staff roles, one-page resumes for project managers and key staff, and three to four project references from work completed within the five years preceding submission. Mandatory attachments include IDOT's Certificate of Eligibility and Statement of Experience and Financial Condition, an Affidavit of Availability, three client references with contact information from work completed within twelve months, certifications, signature pages, and a W-9.

The County will select no fewer than three qualified professionals, negotiate with the highest-ranked firm, and proceed to subsequent firms if negotiations fail. All submissions are public information under the Illinois Freedom of Information Act; firms may submit redacted versions for FOIA purposes. The anticipated notice to proceed is November 18, 2026. Questions were due September 14, 2026.

Opportunity text

The MCDOTs PMS consists of 126 managed segments that are integrated with GIS. The PMS and GIS segment geographical data will be made available to the selected consultant during the course of the project.
