About this opportunity

The Michigan Department of Natural Resources (DNR) Parks and Recreation Division is soliciting bids for printing and delivery of 15,000 ORV Recreation Passport decals for Silver Lake State Park's 2027 program, with bids due September 30, 2026.

The scope requires 1.5" × 1.25" die-cut decals on 2-mil clear polyester with white BOPP lamination and permanent adhesive, printed in PMS Green 3275 with Michigan state maps, using sun-resistant, non-fading inks resistant to windshield washing solvents and household cleaners. Decals must be sequentially numbered from 0000000001 to 0000015000, packaged in rolls of 100 (ten rolls bulk-packed per carton, maximum 1,000 per inner carton), and drop-shipped via DNR-provided FedEx account to multiple Parks and Recreation Division locations. The vendor must submit color proofs to Print and Mail Management at 7461 Crowner Drive, Lansing within ten working days of purchase order receipt and attend a mandatory press check within four hours' travel of Lansing. Delivery must be completed within twenty business days after proof approval or no later than November 16, 2026. The vendor is responsible for establishing and submitting an accountability system tracking all overruns, duplicates, and spoilage for state audit, and must furnish twenty unnumbered sample decals to Tina Hengesbach at the Parks and Recreation Division bill address.

Pre-qualification with the State of Michigan's Print & Mail Management program is mandatory; inquiries should be directed to Andrew Hale at 517-636-0092 or halea3@michigan.gov. All bids must be submitted online and include freight to the Lansing delivery dock on an F.O.B. Destination, prepaid basis. All negatives, color separations, and production materials become property of the State of Michigan upon completion. The contract will be governed by Michigan's Standard Contract Terms Short Form and Print & Mail Management Terms & Conditions.
