About this opportunity

The State of Michigan Department of Natural Resources is soliciting bids for design, layout, and printing of the 2027 Spring Turkey Hunting Regulations Summary, a self-cover booklet for distribution to hunters, with bids due October 6, 2026.

All bidding vendors must be pre-qualified with the State of Michigan Print & Mail Management (PMM) program and registered as state vendors prior to bid submission; pre-qualification takes approximately one week. Bids must be submitted online on an F.O.B. Destination, prepaid basis with all costs including freight to the PMM dock at 7461 Crowner Drive, Lansing, Michigan 48913. Late bids will not be accepted.

The scope includes design, layout, and printing of a self-cover regulatory booklet serving as a quick-reference guide for hunters covering season dates, bag limits, licensing requirements, and other spring turkey hunting regulations. Bidders must provide detailed cost breakdowns for design, layout, and printing services and demonstrate experience producing similar regulatory or informational publications for state agencies. Specifications address paper stock, binding, and quality standards, with electronic copies of all materials required in source software format and PDF.

Deliverables must be completed well in advance of the spring hunting season to permit timely distribution through DNR channels to license holders and retail vendors. All shipments requiring pallets must comply with specified packing standards: single-face hardwood pallets with three 2" × 4" runners, 3/4" minimum deck board thickness, maximum gross weight 4,000 pounds per pallet, dimensions 44"–48" length and 36"–48" width with two-way entry. All cartons must be uniformly sized and labeled with commodity numbers, descriptions, purchase order numbers, package quantities, and pallet identification. No underruns are acceptable; any overruns are at the vendor's expense.

Invoices should be submitted via email to DTMB-PrintingServices@michigan.gov and entered into the VSS system. For pre-qualification inquiries, contact Andrew Hale at 517-636-0092 or halea3@michigan.gov.
