About this opportunity
The Michigan Department of Technology, Management and Budget's State Facilities Administration, Design and Construction Division, is soliciting proposals for a 2027 General Architecture and Engineering Services Indefinite Scope Indefinite Delivery (ISID) roster, with questions due November 9, 2026 at 2:00 p.m. Eastern and proposals due November 19, 2026 at 2:00 p.m. Eastern. The solicitation identifies no set-aside or preference program, and firms must submit Michigan business certifications and responsibility certifications with their proposals.
The roster covers minor state-funded capital projects statewide, including building alterations, additions, facility upgrades, and special maintenance, potentially for state agencies such as MDOC, DNR, and MSP. Disciplines include ADA facility assessments, bridge design, building additions and envelope investigations, civil, correctional facilities, electrical and structural engineering, HVAC, interior remodeling, landscape architecture, parking and paving, roof design, and wastewater and water supply systems. Firms must indicate the regions they will serve across eight Michigan regions, from the Upper Peninsula to the Southeastern Lower Peninsula. Each selected specialty requires a minimum of three project examples with references. Responses must also include a four-year rate schedule by position, key personnel resumes and organizational charts, and disclosure of prior professional error and omission claims. Professional liability insurance is required at contract execution. Proposals must comply with federal and state codes administered by EPA, OSHA, DOT, DHHS, EGLE, DNR, and MIOSHA, along with applicable local regulations.
The contract runs four years and may be extended one additional year at the State's sole discretion. Individual projects typically fall below $500,000 in total cost, and some assignments fall under $25,000. No minimum work volume is guaranteed. Billing rates must incorporate fringe benefits, insurance, overhead, and profit. Sub-consultant fees carry a markup not to exceed 5 percent annually, and reimbursable expenses are limited to printing, reproduction, regular postage, and travel beyond 100 miles one-way at State mileage rates. The solicitation adds firms to supplement the 2023 ISID roster expiring March 2027. Holders of 2025 ISID contracts, which expire April 2029, are not required to re-propose.
Evaluation weights the technical proposal at 80 percent (Part I) and the cost proposal at 20 percent (Part II), with selection by an Ad Hoc Advisory Committee. Award recommendations are expected within thirty days after the proposal due date. Proposals must be submitted electronically through SIGMA VSS. Firms are encouraged to combine technical and cost proposals into a single attachment not exceeding 25 MB, and bidders enter $1.00 as the bid amount in SIGMA VSS, with actual pricing evaluated in the proposal. No pre-proposal meeting or walkthrough will be conducted. Questions go to Project Director Chris Parsons at ParsonC5@michigan.gov.
