About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB) is soliciting bids from prequalified vendors to print three outdoor decal products for the Department of Environment, Great Lakes, and Energy (EGLE), with bids due November 4, 2026. Only vendors pre-qualified with DTMB's Print & Mail Management (PMM) program and registered as Michigan state vendors accepting electronic funds transfer (EFT) payments are eligible, and pre-qualification takes approximately one week, so vendors without it must start immediately.

The order covers 250 EQP 2020 decals at 3" x 9", 70 EQP 2030 decals at 6" x 4", and 300 EQP 2225 decals at 8.5" x 11". Each must be printed in black ink on white 4-mil white vinyl with polyester overlam, die-cut with 1/2" radius corners, scored on the back, and packaged in groups of 10 on split backing. Each product must withstand outdoor weather for one year. The state supplies electronic files, and vendors must submit PDF proofs for approval before production. Completion is required by June 30, 2028.

Bids must be submitted online with a detailed quote letter, and omitting the letter results in automatic disqualification. Pricing must include freight to the state dock in Lansing, F.O.B. destination prepaid. Late bids are not accepted. The state awards on best price and value and may reject the lowest bidder for quality concerns or unmet requirements. The contract allows no underruns, and overruns are the vendor's responsibility. Undisputed invoices are payable within 45 calendar days of the later of invoice receipt or final acceptance, through EFT in the Michigan SIGMA VSS system. Final materials in source-software format with all revisions, fonts, and images, plus PDF, become State of Michigan property.
