About this opportunity
The City of Joliet, Illinois is soliciting sealed bids for 2027 drinking water sodium hypochlorite under Contract No. 3034-1226, with bids due November 12, 2026 at 10:30 a.m. through the Euna Procurement (Bonfire) portal. Bidders prequalified as Local Bidders by the City may claim local bidder preference under the applicable ordinance, and the contract carries a 10% minority participation requirement for contracts over $100,000.
The scope is liquid sodium hypochlorite at 12.5% by weight and 15% by volume, meeting AWWA Standard B300-04, delivered FOB destination to 12 bulk delivery sites across Joliet, including water and sewage treatment plants. Contractors must give 24-hour advance notice to the Plant Operations Superintendent. The awardee must complete a minimum two-hour safety seminar covering MSDS data sheets, hazards, and chemical reactions before contract commencement. Deliveries occur on weekdays between 9:00 a.m. and 4:00 p.m., with no weekend or holiday deliveries unless prior arrangements are made. Containers must be in first-class condition, and excessive faulty containers may be grounds for cancellation at the Utilities Administrator's discretion. The contractor bears risk of loss until delivery and cleans up delivery spills.
The City estimates 201,000 gallons for the contract period, but payment obligations extend only to quantities ordered by Purchase Order. The contract period runs February 1, 2027 through February 29, 2028, with extension options for calendar years 2028 and 2029 at the City's discretion. The City may terminate after January 1 of the following year with 30 days' written notice. The intended award date is December 2, 2026. Payment is due within 60 days of receipt of properly executed invoices after delivery and acceptance. Late delivery incurs a 5% per-day liquidated damage deduction.
Bid security of at least 10% of the base bid is required by certified check, cashier's check, or bid bond from an Illinois-licensed surety. The successful bidder must execute a performance bond equal to 100% of the contract amount within 15 days of award notification and begin work within 10 days of contract execution. The contract is subject to the Illinois Prevailing Wage Act and Davis-Bacon Related Acts provisions. Bid prices must be net, including taxes, transportation, handling, and labor and materials. Bidders must provide proof of Illinois Secretary of State good standing, registration with the Illinois Department of Revenue and Department of Employment Security, and workers' compensation coverage.
