About this opportunity

Columbia School District in Michigan is soliciting sealed bids for its 2027 Roofing Project at Columbia Central Jr./Sr. High School and Columbia Upper Elementary, with bids due November 17, 2026 at 2:00 p.m. and a mandatory pre-bid walk-through on November 3, 2026 at 10:30 a.m. at the high school. The district has pre-arranged material purchases through the U.S. Communities/OMNIA Government Purchasing Alliance contract with Garland Inc., and the contractor is responsible only for labor and any materials beyond the specified list.

The work covers four roofing systems: fluid-applied membrane roofing using the LiquiTec system on High School Section J1, metal roof restoration with the Cool-Sil coating system on Section J, a two-ply modified bitumen retrofit on Section H1, and asphalt shingle replacement with new gutter systems at Upper Elementary Section N. The successful contractor must provide a two-year workmanship warranty and a manufacturer's guarantee covering materials and installation. The contractor must also obtain State of Michigan pre-certification forms, applicable state and local licenses, and building permits. Project sites are 11775 Hewitt Road, Brooklyn, Michigan, and 321 School Street.

Bid security equals 5 percent of the bid amount, provided as a surety bond, certified check, or cashier's check. The successful contractor must furnish performance and payment bonds at 100 percent of the contract value. The contract term is 60 days from the Notice to Proceed. The contractor must execute the contract within seven days of the Notice of Award, commence work within seven days of the Notice to Proceed, and complete all work by August 7, 2027 or August 15, 2027, depending on section. Liquidated damages are $300 per day for work not completed by the deadline. The district holds a 10 percent retainer until delivery of the manufacturer's warranty, and final payment is due within 30 days of job completion after submission of lien waivers and a final invoice.

Owner's Representatives are TJ Morris and Ian Mattoon of The Garland Company.
