About this opportunity

Banner School District 31 in El Reno, Oklahoma, is requesting proposals for Category 2 network equipment and internal connections funded through the FCC E-Rate program for the 2027–28 funding year (FCC Form 470 # 270001446), with proposals due November 24, 2026. The scope is strictly E-Rate eligible network infrastructure.

The procurement covers Cisco Catalyst 9200L PoE+ switches (quantity 2), wireless access points (quantity 15), UPS and power distribution equipment, wall-mounted network enclosure, approximately 53 Cat6/Cat6A horizontal cable drops, 12-strand OS2 single-mode fiber runs between MDF and IDF locations, patch panels, transceivers, and associated installation, configuration, testing, and documentation services. Offerors must also price manufacturer maintenance support and Basic Maintenance of Internal Connections (BMIC) or Managed Internal Broadband Services (MIBS) licensing as applicable. Offerors must separate E-Rate eligible costs from ineligible costs, include unit pricing for each item, and include a presumed 25% tariff on foreign-manufactured networking equipment as a separate line item. Incomplete or partial proposals will not be considered.

The contract term runs April 1, 2027, through September 30, 2029, with potential extension through September 30, 2030. The District reserves the right to purchase some, all, or none of the products and services awarded and may extend or abbreviate the term to align with E-Rate program years. Pricing must remain firm for the quoted period with no increases allowed, though prices may be lowered based on market conditions.

Evaluation prioritizes E-Rate eligible pricing (30 points), prior experience and references (20 points), technical merit and compliance (20 points), personnel qualifications (10 points), responsiveness (15 points), and other costs (5 points). Service providers must provide valid FCC Form 498 ID (SPIN), FCC Registration Number, and Green Light status; those in Red Light status must explain and provide expected resolution timeline. The District requires proof of E-Rate compliance capability and ten-year documentation retention. A non-mandatory site visit is scheduled October 20, 2026, at 9:30 a.m. CST. Questions are due October 21, 2026, at 2:00 p.m. Central Time. Funding is contingent upon Universal Service Fund approval.
