About this opportunity
The Colorado Department of Human Services, Planning, Design & Construction is requesting qualifications for architectural and engineering services for building stabilization at the Colorado Mental Health Hospital in Pueblo (CMHHIP) under RFQ 2027-031M26, with prequalification submittals due August 21, 2026 and a mandatory pre-submittal conference and site tour on August 4, 2026. The prime respondent must be a licensed architect or engineer in Colorado; general contractors cannot serve as the prime A/E contract holder.
The scope encompasses structural stabilization, historic preservation, and rehabilitation design services across five buildings: Building 54 (1939 warehouse with foundation cracking), Building 1A (1934 stone wall requiring historic assessment), Building 33 (1939 grounds maintenance shop with foundation and roof issues), Building 20 (1974 structure with potential demolition and utility hub reconstruction), and Building 140 (forensic institute with floor failure requiring geotechnical evaluation). Work will proceed under a Design/Bid/Build delivery approach with design commencing October 14, 2026 and construction running March through December 2027. The estimated design cost is $1,227,571.
Critical qualifications include demonstrated extensive experience with historic structure assessment and stabilization; proof that assigned architects and structural engineers meet the Secretary of the Interior's Professional Qualifications Standards for Historic Architecture; prior experience with at least two similar projects exceeding $1,000,000 in hard costs; and demonstrated experience coordinating with State Historic Preservation Offices and the Colorado State Historical Fund. Specific experience with History Colorado and Historic Structure Assessments is highly preferred and may be satisfied through combined team experience rather than requiring the prime respondent alone to meet all criteria. The prime A/E firm itself must attend the mandatory pre-submittal conference.
The project is subject to Colorado labor requirements mandating at least 80% Colorado resident labor and the Buy Clean Colorado Act requiring Environmental Product Declarations meeting specified global warming potential limits for structural steel, reinforcing steel, concrete, asphalt, glass, and wood structural elements. Preference is given to Colorado resident vendors and labor. Evaluation criteria include project team composition, firm capabilities, prior experience, and project approach. Short-list announcement is scheduled for August 28, 2026, with oral interviews the week of September 9 and selection announcement September 15, 2026.
