About this opportunity
The Town of Portland, Connecticut and Portland School Building Committee are requesting sealed qualifications and proposals for comprehensive project management and owner's representative services for the renovation of Valley View Elementary School at 81 High Street, with sealed submissions due October 9, 2026 at 11:00 a.m. at the Town's Finance Department Office. Questions and requests for information are due by September 28, 2026 at 3:00 p.m.; addenda responses will be posted by October 2, 2026.
The selected firm will serve as Owner's Project Manager and provide advisory, project representative, and project management services through all phases — planning, design, procurement, construction, and closeout — with retention extending from contract execution through project completion and occupancy. The project scope includes comprehensive renovation of the existing 41,653 square-foot building (originally constructed in 1953) down to the primary structural frame, replacement of all building systems, a potential building addition of approximately 3,129 square feet, and site work improvements to support projected peak enrollment of 346 students in Pre-K through grade 2.
The total project budget is approximately $47.5 million, comprising estimated construction costs of $38,390,809.53, contingencies of approximately $7,095,070.43, and approximately $2,246,853 for furniture, fixtures, equipment, and technology. The State of Connecticut Department of Administrative Services is anticipated to provide partial funding through a Priority-List grant with an anticipated reimbursement rate of 73.93 percent. Substantial completion is anticipated by October or November 2029, with occupancy by January 2030.
Compensation is on a lump-sum basis for each project phase (preconstruction, construction, post-construction), with fees submitted separately on the Fee Proposal Form. Proposers must be legally registered to perform services in Connecticut and demonstrate adequate experience with CTDAS grant administration and Connecticut public school renovation projects of similar scope and complexity. Interviews of qualified proposers are anticipated during the week of October 19, 2026, with contract award anticipated during the week of October 26, 2026.
