About this opportunity

The Town of Montville, Connecticut is requesting bids for Camp Oakdale Pickleball Court Parking Lot Improvements under ITB 2027-01, with bids due August 12, 2026 at 10:00 a.m. at the Town of Montville Finance Office. A mandatory 25% set-aside of the state-funded portion applies to Connecticut Department of Administrative Services (DAS)-certified Small Business Enterprises (SBE), with a minimum 6.25% set-aside for DAS-certified Minority-, Women-, and Disabled-owned Businesses (M/W/DisBE).

The scope includes reconstruction of an existing parking lot, storm drainage improvements, bituminous concrete paving, concrete sidewalks and ramps, drainage piping and catch basins, topsoil and seeding, shade tree plantings, and an optional alternate for LED lighting fixtures. Addendum 1 (posted July 30, 2026) specifies single-head and back-to-back GARDCO LED light fixtures mounted to existing 18-foot square poles; all bidders must acknowledge receipt of this addendum in their proposals to avoid disqualification. The project is located at 20 Simpson Lane, Uncasville, Connecticut. Prevailing wage requirements apply.

The contract term is 30 calendar days from start date for substantial completion and final payment. Liquidated damages are set at $1,000 per day for delays beyond the 30-day deadline. Bid security of 5% is required as a certified check, bank money order, or bid bond. Progress payments will be made monthly at 95% of work completed, with retainage held until substantial completion. The Town may deduct up to 25% of contract proceeds to satisfy any unpaid and overdue taxes, assessments, or fees owed by the contractor or subcontractors. The project is funded by a Connecticut Department of Energy and Environmental Protection (CTDEEP) STEAP Urban Act Grant and is exempt from Connecticut state sales and use taxes.

The engineer is CLA Engineers, Inc., located in Norwich, Connecticut. No pre-bid conference is scheduled. Questions should be directed to Patrick Wall at 860-848-6717 or pwall@montville-ct.org. No estimated contract value has been disclosed.
