About this opportunity

The Metropolitan Airports Commission is requesting bids for construction infrastructure to support aircraft docking guidance systems at eleven gates in Terminal 2 at Minneapolis-St. Paul International Airport, with bids due July 14, 2026 at 2:00 p.m. via QuestCDN and bid opening at 3:00 p.m. the same day. The MAC has established a 12 percent small business participation goal.

State affirmative action requirements apply, with minority and female workforce participation goals of 32 percent and 20 percent respectively in Hennepin and Ramsey Counties, or 22 percent and 15 percent in Anoka, Carver, Dakota, Scott, and Washington Counties. Evidence of compliance must be submitted within one MAC business day following bid opening; bids lacking this documentation will be deemed non-responsive.

The scope includes site work—traffic control, pavement removal and replacement, installation of mounting posts and foundations, and guide post installation—and electrical work to support future equipment. The project does not include the guidance systems themselves or their installation. Major work items include 90 square yards of concrete removal, 15 square yards of bituminous removal, 90 square yards of concrete pavement, 6 tons of bituminous pavement, electrical power and connections, conduits, 11 mounting posts in various styles, and 36 guide posts.

The contract will be awarded to the lowest responsible bidder who demonstrates good faith effort to meet small business goals. Bid security of at least 5 percent of the total bid amount is required in the form of a certified check or surety bond. Bid validity extends 70 days from opening. Construction documents are available through QuestCDN for a $22.00 fee or at no cost for in-person viewing; electronic bid submission incurs an additional $42.00 fee.
