About this opportunity
The New York State Office for People with Developmental Disabilities (OPWDD) is soliciting quotes for temporary fence installation around Building 59 at the Finger Lakes Developmental Disabilities Services Office in Newark, Wayne County, with quotes due September 2, 2026 and a mandatory site visit on August 19. This procurement is restricted to MWBE-certified, SDVOB-certified, or NYS small business contractors — eligibility is a hard filter, not a preference.
Two parallel solicitations are open: one for MWBE/SDVOB vendors with a contract value range of $50,000 to $1.5 million, and one for NYS small businesses with a range of $50,000 to $500,000. Only one award will be issued based on the winning vendor's certification status. NYS small business is defined under State Finance Law section 160(8) as a resident, independently owned and operated entity that is not dominant in its field and employs one hundred or fewer persons.
The scope is provision and installation of approximately 1,600 linear feet of 8-foot-tall temporary chain-link fencing around Building 59 at 703 E Maple Avenue, with posts driven 4 feet below grade, galvanized steel specifications, and a minimum of two road access points featuring 10-foot swing gates. Work must be completed within 120 working days of contract approval, Monday through Friday, 7:00 a.m. to 8:00 p.m. Gate locations will be determined by OPWDD.
Prevailing wage applies under New York State Labor Law Article 8. Contractors must be registered with the New York State Department of Labor and submit a Certificate of Contractor Registration at quote submission. Insurance requirements include $1 million per-person and $2 million per-incident general liability, workers compensation coverage, and OPWDD named as additional insured. Three professional references from similar projects are required. Cost proposals must itemize labor, materials, equipment, and overhead; OPWDD reserves the right to request detailed cost breakdowns from the apparent low bidder within five business days. Quotes remain valid for 120 days from due date and become OPWDD property upon submission. Award will go to the responsible and responsive bidder submitting the lowest total cost.
