About this opportunity
The City of Cheyenne, Wyoming is requesting bids on the 2026 Surface Seal project—pavement preservation consisting of localized asphalt patching, Type II emulsified asphalt slurry seal treatment, and thermoplastic pavement markings across 344 street segments in Niobrara County—with bids due July 13, 2026 at 2:00 p.m. via the City's eProcurement portal. Wyoming state labor and material preferences apply: a 5% cost differential preference for certified resident contractors, and exclusive use of Wyoming materials and labor unless the state workforce center certifies unavailability within 11 calendar days of notice.
The scope encompasses approximately 146,310 linear feet (587,327 square yards) across 100.11 lane miles organized in four project zones, including 4,760 square yards of bituminous patching (minimum 4 inches for local streets and alleys, 6 inches for collectors and arterials), slurry seal application at 16–22 lbs/yd² depending on aggregate type, and thermoplastic markings (crosswalk bars, stop bars, school zone symbols). All material testing is performed by an independent AASHTO-accredited laboratory at the contractor's expense. Special constraints include completion by October 31, 2026; normal working hours 7:00 a.m. to 6:00 p.m. Monday–Friday; Plainview Road and Douglas Street must be completed when school is not in session; and streets must remain open by 5:00 p.m. daily except during Cheyenne Frontier Days, when designated areas must be fully open by 5:00 p.m. Wednesday preceding the event.
Bidders must submit a 5% bid bond or cashier's check guarantee, performance and payment bonds equal to 100% of the accepted bid amount, non-collusion affidavit, subcontractor and materials suppliers list, and firm information. The successful contractor shall furnish insurance including Commercial General Liability of $1,000,000 per occurrence / $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit, and statutory Workers' Compensation coverage. A 5% retainage is withheld from progress payments for a minimum of 41 calendar days following final settlement. Liquidated damages range from $250 to $3,500 per calendar day. Questions are due June 29, 2026 at 5:00 p.m.; a non-mandatory pre-bid meeting via Zoom is scheduled June 24, 2026 at 9:00 a.m. Anticipated award is July 27, 2026 with Notice to Proceed on August 17, 2026.
