About this opportunity

The state and local contract opportunity is a joint procurement initiative led by multiple municipalities in York and Adams Counties, Pennsylvania, seeking sealed bids for snow and ice control materials. The procurement covers three distinct alternates: Alternate #1 for 4,770 tons of snow and ice rock salt to be delivered in three tranches before July 1, 2026, before October 1, 2026, and after October 1, 2026; Alternate #2 for 6 tons of calcium chloride in 50-pound bags (90% strength); and Alternate #3 for 500 tons of solar salt in bulk. Participating entities include the Borough of Hanover, Township of Penn, Township of West Manheim, Township of Heidelberg, Township of Manheim, Borough of McSherrystown, Township of Conewago, Township of Union, Township of Germany, Township of Berwick, and Township of Oxford. Electronic bids are due by 3:00 p.m. on February 4, 2026, via PennBid, with public online bid openings scheduled immediately thereafter. Each municipality intends to award contracts at their next publicly advertised council or township meeting, with a contract term spanning from April 1, 2026, to March 31, 2027.

There are no specific set-aside designations or restrictions mentioned for disadvantaged enterprises in this procurement. Bidders must submit a performance bond within twenty days of award, with the bond amount calculated at 50 percent of the contract price for totals under $5,000 and 100 percent for amounts exceeding $5,000. All municipalities must be listed on the performance bond. Bid prices must remain firm for a minimum of sixty days pending contract award, with provisions allowing bidders to increase unit prices based on documented material and supply cost increases. Delivery requirements include minimum order quantities of 40,000 pounds per truckload, with deliveries completed within five days of order placement. While no specific budget range is explicitly stated, bidders must quote prices FOB destination at municipal sites and specify their plant location and estimated travel time to Hanover Center Square. The public bodies reserve the right to reject any or all bids and will evaluate low bids based on product type and quality offered.
