About this file

This document is a bid solicitation for snow and ice control materials issued jointly by the Borough of Hanover and ten townships in York and Adams Counties, Pennsylvania. The solicitation seeks sealed bids for three alternates: Alternate #1 covers 4,770 tons of snow and ice rock salt to be delivered in three tranches (before July 1, 2026; before October 1, 2026; and after October 1, 2026), with minimum order quantities of 40,000 pounds per truckload delivered within five days of order placement; Alternate #2 covers 6 tons of calcium chloride packaged in 50-pound bags (90% strength) distributed to the Boroughs of Hanover and McSherrystown; and Alternate #3 covers 500 tons of solar salt in bulk for the Township of West Manheim. Electronic bids via PennBid are due by 3:00 p.m. on Wednesday, February 4, 2026, at which time they will be opened publicly online. Each municipality intends to award contracts at their next publicly advertised council or township meeting following the bid opening. The contract term is one year, beginning April 1, 2026, and ending March 31, 2027.

All prices must be quoted FOB destination at municipal sites, with bidders required to specify their plant location and estimated travel time to Hanover Center Square. The public bodies reserve the right to reject any or all bids and to evaluate low bids by product type and quality offered. Bidders must submit a performance bond within twenty days of award, with the bond amount equal to 50 percent of contract price if the total is less than $5,000, or 100 percent if the total exceeds $5,000, with all municipalities listed on the performance bond. Bid prices must remain firm for at least sixty days pending contract award. Bidders have the right to increase contract unit prices equal to documented increases in material and supply costs occurring after the bid opening date, provided such increases are verified with proof of pricing from the bidder's source of supply. Orders for snow and ice rock salt will be placed jointly in full load lots of not less than twenty tons, with the bidder invoicing each public body separately for its proportionate portion of each delivery. Pennsylvania Department of Transportation Form CS-4171 must be filed with each municipality for each shipment.
