About this opportunity

The City of Wichita, Kansas, is soliciting sealed electronic bids for the 2026 Sanitary Sewer Rehabilitation Phase B in Sedgwick County, with bids opening November 20, 2026 at 10:00 a.m. The procurement is a local, non-state and non-federal-aid contract with no set-aside. The City encourages small and emerging business participation but has not established a formal set-aside. Contractors must be registered with the Kansas Secretary of State's Office before contract execution and have a minimum of 3 years' experience providing similar services.

The scope is cured-in-place pipe (CIPP) rehabilitation on the Lincoln segment from Green to Hillside under Project Number 468-2026-029581. Work includes cleaning existing pipelines, maintaining active sewage flows through bypass pumping, installing CIPP liners, and reinstating service connections. Contractors must complete work within 20 working days from work order issuance, which occurs 30 calendar days after contract award. Required insurance includes Commercial General Liability with limits of $1 million per occurrence and $2 million annual aggregate, Comprehensive Automobile Liability, Workers' Compensation, and Employers Liability, with the City named as primary and non-contributory additional insured.

Payment is lump sum or measured quantity based on bid quantities and unit prices. Bidders must post a bid bond of 5 percent of the total bid before opening. The successful vendor must furnish a performance bond for 100 percent of the contract value and a labor and material payment bond running to the State of Kansas for not less than the total contract value. Bids must be free of duties and federal, state, and local taxes unless otherwise imposed by law, and bids remain irrevocable for 60 days after opening. Award goes to the lowest and best total net bid from a responsible and responsive vendor.

Contractor questions affecting bid items or quantities are due by noon on the Tuesday before bid opening, and clarification questions are due by noon on the Wednesday before bid opening. The City holds no formal bidders' conference or site visit, and questions on plans and specifications go to the City Engineer's Office at (316) 268-4501. Vendors must register on the Bonfire eProcurement Portal, submit bids electronically, and acknowledge all addenda.
