About this opportunity
The City of Madison, Georgia, issued a Request for Proposals (RFP) on December 17, 2025, seeking qualified consulting firms to provide grant administration and related services for Community Development Block Grant (CDBG) programs. The scope of work encompasses a comprehensive range of deliverables including preparation of grant applications, environmental review records, draw and disbursement requests, financial administration assistance, public hearing support, acquisition assistance under the Uniform Relocation Assistance and Real Property Acquisition Act, bid document preparation and advertising, Davis-Bacon and labor compliance review, Affirmatively Furthering Fair Housing (AFFH) requirement assistance, and close-out documentation. The City of Madison anticipates contracting with a consulting firm for both grant writing services and, if funded, administration services for a FY2026 CDBG project intended to address housing, sewer, water, street paving, and drainage improvements. Responding firms must submit statements of qualifications and proposals that demonstrate their history, resources, CDBG and other grant program experience, capacity to complete the scope of work, current workload, proposed scope and level of service, relevant project experience with references, and fees for both grant writing and grant administration services. The proposal submission deadline is 4:00 p.m. on January 19, 2026, with submissions accepted by mail or hand delivery in sealed envelopes to Shawn Wood, CPM, CPWM, Director of Public Works at the City of Madison, 1501 Fairground Road, or P.O. Box 32, Madison, Georgia 30650, with contact available at (706) 342-1216. Late proposals will not be accepted, and the City of Madison reserves the right to accept or reject any and all proposals and to waive informalities in the proposal process.
All contracts resulting from this RFP are subject to Federal and State provisions prescribed by the Georgia Department of Community Affairs and must comply with the Build America, Buy America Act (BABA), which requires that covered materials—including iron and steel, manufactured products, and construction materials—be American-made. The RFP documentation does not identify specific set-asides for disadvantaged enterprises, minority-owned businesses, or women-owned businesses, nor does it list any incumbent contractors or existing service providers. The City of Madison adheres to applicable civil rights and accessibility laws, including Title VI of the Civil Rights Act of 1964, the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and the Architectural Barriers Act of 1968. No specific award value or budget range is disclosed in the available RFP documentation. It should be noted that an Amendment 1 to this RFP was also issued with a revised proposal deadline of 2:00 p.m. on January 20, 2026, and a Cancellation Notice dated March 26, 2026, indicates that the City of Madison subsequently cancelled this RFP and is no longer proceeding with the project at this time.
