About this opportunity
The Borough of East Stroudsburg in Monroe County, Pennsylvania, is soliciting sealed bids for the 2026 Paving Project, which involves mill and overlay work on two municipal roadways: 1,470 linear feet of Berwick Heights Road and 1,700 linear feet of Maple Avenue. The procurement is being conducted through the PennBid online platform, with bids due by 3:00 p.m. on February 24, 2026, and a subsequent public bid opening at the Borough Council Chambers. The project scope includes pavement removal, new bituminous wearing course installation, driveway and curbing repairs, utility infrastructure adjustments, and associated incidental items. A non-mandatory pre-bid conference is scheduled for February 4, 2026, at 3:00 p.m. on-site to inform prospective bidders of contract requirements. Bidders must submit bid security in the form of a certified check, bank draft, or bid bond equal to 10 percent of the total bid amount, payable to the Borough of East Stroudsburg.
The contract opportunity includes specific goals for Minority/Women Business Enterprise (MBE/WBE) participation, with targets of 5 percent for MBE and 3 percent for WBE, along with a Section 3 goal of 10 percent workforce participation. The project is funded in whole or part by Community Development Block Grant (CDBG) funds, which may influence contractor selection and compliance requirements. Bidders must demonstrate efforts to meet diversity goals through direct employment, subcontractor, and vendor participation. Additional compliance requirements include adhering to the Pennsylvania Prohibition of Illegal Alien Labor on Assisted Projects Act, Public Works Employment Verification, and providing non-collusion affidavits and debarment certifications. While no specific budget range is explicitly stated, the comprehensive nature of the project and the required documentation suggest a significant municipal infrastructure investment. The Borough reserves the right to reject any or all bids and requires the successful contractor to execute an agreement and provide required bonds within ten days of bid acceptance.
