Park City Municipal Corporation is requesting proposals for an updated 2026 Stormwater Master Plan, with proposals due October 1, 2026 at 3:00 p.m. Mountain Daylight Time. Questions are due September 25, 2026.
The scope encompasses comprehensive update to the City's existing 2014 Stormwater Master Plan to inform the 2028 Capital Improvement Plan. Deliverables include hydrology and hydraulic modeling with updated GIS field data; identification of system deficiencies under current and future development conditions; preparation of hydrologic models and analysis of proposed improvements; GIS mapping of existing storm drain systems; forecasting of future stormwater capacity needs; conceptual drainage system design; identification and prioritization of major facility improvements; a phased Capital Improvements Plan with cost estimates; and an Operation and Maintenance plan.
The contract term runs 6 to 12 months from contract negotiation. Proposals are evaluated on three criteria: qualifications of identified personnel (50 percent weight), relevant experience with similar projects and client references (30 percent weight), and understanding of Park City's water system and unique service challenges (20 percent weight). Fee proposals must include an overall scope fee, hourly rate sheets for proposed personnel, detailed cost estimates, and a project timeline. No price ceiling is stated.
The selected consultant must be authorized to do business in Utah and hold a valid PCMC business license if located within city limits. The Design Professional Services Agreement mandates commercial general liability of $1,000,000 per occurrence / $3,000,000 aggregate, professional liability of $1,000,000 per occurrence, automobile liability of $2,000,000 combined single limit, and workers' compensation coverage. E-Verify participation is required. Contracts exceeding $100,000 require City Council approval anticipated by October 30, 2026. Evaluation will occur October 1–15, 2026 with potential interviews October 15–22. Proposals remain valid for 90 days following submission.
