About this opportunity

San Mateo County Department of Public Works is requesting proposals for on-call engineering and professional services across twelve categories for public works projects, with proposals due August 21, 2026 and anticipated award by October 20, 2026. The contract term runs October 2026 through October 2031. Consultants may bid on one or multiple service categories: Engineering Design, Environmental Study and Document Preparation, Structural Engineering, Surveying, Hydraulic and Hydrologic Engineering, Geotechnical Engineering, Traffic Engineering and Analysis, Biological Monitoring, Construction Management, Pavement Condition Inspection and Calculations, Grant Support Services, and AutoCAD Civil 3D Training Services.

Minimum qualifications require five years of similar services within the last seven years, completion of at least five similar projects within ten years, and an account manager with a minimum two years of experience. Pricing must include hourly rates by job classification for normal business hours and after-hours work (5:00 p.m. to 8:00 a.m., weekends, holidays), with annual salary escalation capped at 2% aggregate. Travel time, mileage from the consultant's main office to the project site, and other expenses require prior written County approval.

The not-to-exceed contract value ranges from $500,000 to $1.5 million depending on the number of categories awarded. Contractors must comply with California prevailing wage requirements under Labor Code Section 1770 et seq., maintain workers' compensation and professional liability insurance with minimum general liability of $1 million, and comply with federal and state regulations including the Clean Air Act, Federal Water Pollution Control Act, suspension and debarment certifications, and anti-lobbying provisions. All work products become exclusive County property. The County may award contracts to multiple qualified consultants and is not obligated to accept the lowest-priced offer.

Evaluation uses a two-phase process: Phase 1 (50% of total score) assesses method and approach, experience, and organizational capacity; Phase 2 (50%) evaluates the price proposal. Proposers must submit electronically via the County's eProcurement portal. No pre-proposal conference or site visit is scheduled.
