About this opportunity

The Virginia Department of Labor and Industry is requesting proposals for medical examination services for VOSH and Boiler Division employees across seven service locations (Manassas, Norfolk, Richmond, Roanoke, Lynchburg, Abingdon, and Harrisonburg), with sealed proposals due September 15, 2026 at 12:00 p.m. This is a small business set-aside award priority requiring DSBSD-certified small business certification; vendors must also be registered as eVA vendors.

The scope encompasses pre-employment examinations within one week of hire, routine annual examinations, and specialized testing including chest X-rays, pulmonary function tests, audiometric tests, electrocardiograms, laboratory work, and fitness-for-duty certifications for respirator use. The contractor must employ physicians licensed in Virginia with board certification in internal medicine, family practice, or occupational medicine; certified audiometric and spirometric technicians; licensed nurses with occupational medicine experience; and a B-reader radiologist. Medical records must be maintained throughout the contract term and transferred to a successor contractor within 30 days of contract termination.

The contract term runs from October 2026 through October 2029 with two optional one-year renewal periods. Evaluation criteria are weighted as follows: specific plans and methodology (25 points), price (25 points), experience and qualifications of personnel (20 points), small business subcontracting plan (20 points), and client references (10 points). The contractor must maintain commercial general liability insurance of $1 million per occurrence and $2 million in aggregate, with the Commonwealth added as an additional insured.

Compensation follows the Commonwealth of Virginia's Prompt Payment Act with invoices due 30 days after receipt. eVA vendor transaction fees apply at 1 percent capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses per purchase order. Pricing must be submitted separately in the prescribed Attachment E format when requested; pricing submitted with the proposal will be rejected. Addendum No. 1 (September 1, 2026) extended the bid deadline from September 14 to September 15 due to eVA portal maintenance.
