About this opportunity
Glades Electric Cooperative, Inc., a Florida-based distribution cooperative serving over 19,000 accounts across 2,600 miles of line in Glades, Hendry, Highlands, and Okeechobee counties, issued a Request for Proposal on March 24, 2026, seeking qualified contractors to provide right-of-way trimming and clearance services for four separate jobs throughout its service territory during 2026. The procurement encompasses vegetation management services including clearing trees, branches, shrubbery, and related vegetation from beneath energized power lines, with contractors required to use mechanical equipment to load and compact debris into trucks and trailers for removal. Job 1 covers approximately 12,602 linear feet of the Ortona 69kV Transmission Line; Job 2 addresses approximately 4,270 linear feet on the South Clewiston to Cowbone Transmission Line; Job 3 encompasses the Drake Circuit projects totaling approximately 449.11 miles (2,371,000 feet) of full circuit right-of-way vegetation management; and Job 4 involves the Morgan Henderson Circuits covering approximately 216 miles (1,140,000 feet) of full circuit right-of-way vegetation trimming. All work must be completed by December 31, 2026, with hot spots to be identified during project execution, and contractors must work Monday through Thursday, 6:30 a.m. to 5:00 p.m., with possible extended hours if approved. Questions are due April 2, 2026, at 12:00 p.m., and proposals must be submitted through VendorLink by April 23, 2026, with intent to award by May 4, 2026. Evaluation criteria include qualifications of firm and staff (40 points), relevant past performance (30 points), and cost proposal (30 points), with required qualifications including proof of right-of-way maintenance experience, necessary manpower and equipment, company overview with executive summary and letters of reference, proof of insurance, drug-free workplace certification, debarment eligibility, absence of public entity crimes, and line clearance tree-trimming certification per OSHA 1910.269 standards and ANSI specifications.
The procurement does not designate any specific set-asides for disadvantaged enterprises or minority-owned businesses based on available documentation. Glades Electric Cooperative retains the right to award each of the four jobs individually to different contractors of its choice, postpone certain jobs or portions thereof to 2027 based on pricing and other factors, and reject any proposals. Work may not be subcontracted, and contractors must maintain an English-speaking general foreman on-site at all times. Contractors assume full liability for safety, property damage, and environmental protection and bear complete responsibility for labor, tools, equipment, and materials; GEC reserves the right to bill contractors at standard hourly rates plus materials for any damage created during work and may halt operations if multiple outages occur. No specific budget range or award values are provided in the solicitation documentation; instead, lump sum bids must be submitted for each individual job using the provided Excel Rate Sheet Template. Contractors must submit all proposals and communications exclusively through the VendorLink platform, with no phone calls or emails accepted.
