About this opportunity

The City of Eugene is requesting bids on removal of the North Adams Overlook structure located in Maurie Jacobs Park under ITB 13, with bids due June 11, 2026 at 2:00 p.m. via the OregonBuys eProcurement System and virtual bid opening the same day. Resident Oregon Bidders receive consideration under ORS 279A.120. Bidders must be registered with Oregon's Construction Contractor Board or State Landscape Contractors Board and demonstrate a minimum of three previous contracts of similar nature with public sector work.

The scope includes dewatering within the Willamette Riverbed, removal of the overlook structure, temporary pedestrian and traffic control, tree protection, minor bank grading, and lawn restoration. Work involves removal of approximately 95 cubic yards of material from the riverbed with 91 cubic yards of permanent fill using natural streambed material. Contractors must obtain a Water Access Permit and comply with in-water work restrictions limited to June 1 through October 31. The project requires compliance with temporary water management, fish and aquatic organism removal protocols, turbidity monitoring per DEQ 401 WQ Certification, riparian restoration with native vegetation, and environmental protections for migratory birds and threatened fish species including Chinook salmon and steelhead trout. Tree protection requires critical root zone fencing and compliance with specific diameter-based protection radii. Equipment is restricted to maximum 8-foot width along gravel trails and rubber-tracked equipment with operating weights not exceeding 8,500 pounds in root protection zones. The contract is subject to Build America Buy America Act requirements, prevailing wage compliance, and asbestos abatement requirements.

The estimated project cost is $115,000 to $165,000. All work must be completed by August 15, 2026, with liquidated damages of $900 per calendar day for failure to meet the deadline. Performance and payment bonds are required for City approval. A bid guaranty is not required. The First-Tier Subcontractor Disclosure Form must be submitted within two hours of bid closing, listing subcontractors with work valued at 5% of the total base bid or $350,000 minimum.
