The County intends to award contracts to up to three firms based on a two-phase evaluation process.

Proposers must hold current Quality Control Laboratory Certification from ODOT's Quality Assurance Program — a mandatory eligibility filter. Work encompasses geotechnical and material sampling, testing, inspection, laboratory analysis, report preparation, and calculations performed in conformance with ODOT Construction Manual, ODOT test procedures, ODOT Standard Specifications, AASHTO Standards, ASTM Standards, APWA Standard Specifications, and WAQTC Test Procedures. Selected consultants will serve as Quality Assurance Representatives and must be available for work assignments within four hours with return capability by the next workday. Personnel must meet specified certifications and qualifications outlined in the attached certification table.

The contract term is five years, effective July 1, 2026 through June 30, 2031, with potential extension not to exceed five years total. Maximum contract compensation is $300,000 over the five-year period. Compensation is structured through a Functional Consultant Rate Schedule with position titles and maximum billing rates; annual adjustments follow CPI-U West Region All Items Index. The County reimburses mileage at the federal rate up to 60 miles from Walnut Street Center in Hillsboro, Oregon, and reimburses specialized equipment such as drill rigs, but excludes standard overhead. Monthly progress payments are made within 30 days of invoice approval. Direct non-scheduled costs are reimbursed at contractor's cost plus 18 percent.

Contractors must maintain comprehensive insurance including Commercial General Liability ($1 million/$2 million per occurrence/aggregate), Automobile Liability ($1 million combined single limit), Professional Liability/Errors and Omissions ($1 million/$2 million), and Workers' Compensation ($500,000/$500,000/$500,000). Proposals not exceeding 25 pages will be evaluated on certifications and qualifications, in-house testing capabilities, ability to perform without subcontractors, time and cost performance, past client performance, Washington County familiarity, and subcontractor qualifications. Phase 2 includes onsite laboratory and facilities evaluation.
