About this opportunity
The City of Elberton, Georgia is requesting sealed bids for the 2026 Galvanized Main Replacement project involving water main installation and meter work, with bids due July 30, 2026 at 10:00 a.m. at City Hall, 203 Elbert Street. The project is federally funded through the Georgia Environmental Facilities Authority Revolving Loan Fund and triggers Davis-Bacon prevailing-wage compliance, DBE and EEO requirements, American Iron and Steel provisions, and Build America, Buy America (BABA) Act requirements — all central to cost and resource planning.
The scope encompasses installation of approximately 15,000 linear feet of water main, reconnection and relocation of existing meters, and all related appurtenances. An optional pre-bid conference is scheduled for July 15, 2026 at 10:00 a.m. at the same City Hall address to address right-of-way concerns and project sensitivity.
Bidders must submit a Bid Bond of not less than five percent of the total bid amount, with all bonds countersigned by a Georgia Resident Agent. The successful bidder must provide a Performance Bond and Payment Bond each in the amount of one hundred percent of the bid amount. Contract documents are available for examination at the City of Elberton and the engineer's office (DCCM, 6059 Boylston Drive, NE, Sandy Springs, GA 30328) and may be obtained for $200 per non-refundable set until 48 hours before bid opening. Additional compliance obligations include Executive Order No. 11246, the Copeland Anti-Kickback Act, the Georgia Security and Immigration Compliance Act of 2007, and submission of completed Federal Work Authorization Forms. The City reserves the right to delay contract award for up to sixty days from the bid opening date and to reject any or all bids.
