About this opportunity

Charles County, Maryland is seeking proposals from qualified multi-disciplined planning firms to complete the 2026 Comprehensive Plan Update, a strategic document aimed at guiding land use and growth policies through 2050. The project requires a dynamic planning process with rigorous analysis and innovative public participation, focusing on key strategic questions related to development in the Transit Corridor, diversity and equity considerations, transportation infrastructure, commercial development, and housing diversity. The comprehensive plan update will involve extensive research, stakeholder interviews, public engagement, and the creation of a graphically rich, highly readable final document accessible to all citizens. Proposals will be evaluated across five key areas: understanding of scope, firm experience, public outreach experience, proposed public engagement plan, and pricing, with a total possible evaluation of 100 points (30 points allocated to cost). The Request for Proposals (RFP) was posted on September 17, 2024, with proposals due by September 25, 2024, at 11:00 am, and the anticipated contract term is 730 consecutive calendar days, with a final plan adoption tentatively scheduled for December 2026.

The county has established an aspirational goal of 25% Minority Women Business Enterprise (MWBE) participation and includes a Small Local Business Enterprise (SLBE) Program to support local businesses. Proposers must demonstrate comprehensive insurance coverage, including commercial automobile, workers' compensation, general liability, and professional liability insurance with specific minimum limits. The total estimated budget for this procurement is $250,000 for fiscal year 2024, with funding fully allocated by Charles County and designated under the General Ledger account 01231900-534000 for Various Planning Studies. While no incumbent vendors are explicitly mentioned, the project requires integration with existing county planning documents, including the Waldorf Sub Area Plan and Downtown Waldorf Vision Plan. Successful firms will need to showcase expertise in comprehensive planning, transportation analysis, community engagement, and equity-focused land use strategies to develop a forward-looking plan that addresses the county's complex growth and development challenges.

Opportunity text

The County Commissioners of Charles County are hereby requesting proposals from qualified multi-disciplined planning firms to complete an update to the Charles County Comprehensive Plan. This plan will guide future land use and growth policies in Charles County through 2050 and should be developed using rigorous analysis and a dynamic planning process. The plan should incorporate innovative and effective public participation into the planning process. The final plan document should be graphically rich, highly readable, and easily accessible to all citizens. The Consultant shall compile and document the necessary background, historical information and existing conditions and conduct various land use and resource analysis to answer the following questions:

  1. Given that development has been slow to occur in the Transit Corridor, in the vicinity of Old Washington Road and along the SMRT alignment, what adjustments should be made to the boundaries, land use policies, design standards, and/or zoning regulations to achieve the vision set forth in the Waldorf Sub Area Plan and Downtown Waldorf Vision Plan?
  1. Through a lens of Diversity, Equity, and Inclusion which areas should be targeted for additional land use studies, infrastructure enhancements, transportation, development or redevelopment and community amenities?
  1. In what way can the transportation element be enhanced to develop a more comprehensive multi-modal transportation network and facilities especially within the Development District, Transit Corridor, and Mixed Use Districts.
  1. How can we support more commercial development including mixed use development in targeted areas?
  1. How can we achieve the correct balance in housing diversity and identify new strategies to achieve greater housing affordability?
