About this opportunity
The Dutchess County Water and Wastewater Authority (DCWWA) is soliciting bids for Water and Wastewater Treatment Chemicals for the 2026 calendar year through a competitive procurement process. The bid covers approximately 12,573 total gallons of various chemicals, including sodium hypochlorite, liquid chlorine, aluminum sulfate, sodium tri-polyphosphate, copper sulfate, caustic soda, and several other specialized treatment chemicals. Bidders must provide detailed pricing for each chemical by container size, specifying per-pound or per-gallon costs, potential deposits, and any additional charges. All chemicals must comply with American Water Works Association (AWWA), National Chlorine Institute (NCI), and NSF standards, with containers bearing NSF markings. The bid is scheduled to be received until 1:00 P.M. local time on Wednesday, September 03, 2025, at the DCWWA office located at 1 Lagrange Avenue, Poughkeepsie, NY 12603. The contract period will span from January 1, 2026, through December 31, 2026, with the Authority reserving the right to award the contract within 60 days of bid receipt.
Contractors must provide a comprehensive Spill Response Plan within 15 days of award and demonstrate compliance with federal, state, and local environmental health and safety regulations. The procurement requires extensive insurance coverage, including workers' compensation, general liability, automobile liability, and excess liability insurance, with DCWWA named as an additional insured. Delivery requirements include ground-level or loading dock delivery with strict handling protocols. While no specific set-aside designations for disadvantaged enterprises are mentioned, bidders must meet rigorous technical and safety qualifications. The solicitation does not specify a precise budget range, but the scope suggests a substantial annual chemical procurement contract covering multiple treatment facilities throughout Dutchess County. Potential vendors should be prepared to provide comprehensive documentation, meet stringent chemical quality standards, and demonstrate robust safety and delivery capabilities to be competitive in this procurement opportunity.
