About this opportunity

The City of Cheyenne, Wyoming is soliciting sealed bids for aggregates to support the Street and Alley Division, with procurement specifications established in a comprehensive technical document detailing multiple aggregate types and gradation requirements. The City seeks 3,500 tons of untreated sub-base and base materials for City pickup and 6,000 tons for Board of Public Utilities pickup, for a combined total of 9,500 tons. Bidders must comply with stringent ASTM standards for aggregate quality, including testing protocols for gradation, wear resistance, soundness, specific gravity, absorption, and alkali reactivity across various applications such as portland cement concrete, bituminous pavements, surface treatments, base courses, drains, and riprap. Required qualifications include demonstrable ability to produce aggregates meeting specified standards, with material sourcing requirements varying by application; flexible pavement aggregates for collector or arterial streets must be from granite quarries, while other applications accept crushed stone, gravel, or natural materials free from clay balls, vegetative matter, and deleterious substances. Bidders may submit offers on either an FOB pit basis for locations within 10 miles of specified addresses or FOB destination basis for locations exceeding 10 miles. Questions must be submitted by April 2, 2026 at 5:00 PM, with sealed bids due April 7, 2026 at 2:00 PM via the City's eProcurement Portal, with no pre-bid meeting scheduled. Following bid opening on April 7, the City Council will consider award on April 13, Finance Committee will review on April 21, and final City Council approval is scheduled for April 27, 2026.

Award will be made to the qualified, responsible Wyoming resident bidder submitting the lowest responsive bid, provided that the resident's bid does not exceed five percent more than the lowest qualified nonresident bidder, establishing a Wyoming residency preference for eligible bidders. Wyoming materials and products of equal quality shall receive preference over out-of-state products, providing additional consideration for in-state sourcing. A bid guarantee of five percent of the total bid amount is required, submitted as either a certified cashier's check or bid bond from a surety company authorized to conduct business in Wyoming. Bidders must quote pricing on a per-unit cost and total cost basis for each line item, with liquidated damages assessed at 0.10 percent per item per day or $30.00 per item per day, whichever is greater, for non-unavoidable delivery delays. The specific award value and budget range are not disclosed in the bid documents; however, the procurement authority reserves the right to reject any or all bids, add or subtract quantities based on budget availability, and make award determinations based on cost per item. Payment terms are net 30 days unless prompt payment discounts of less than 20 days are offered by the bidder.
