CFEC serves 37,130 active services across 4,059 miles of overhead distribution line, 417 miles of underground distribution line, and 43 miles of transmission line in Alachua, Dixie, Gilchrist, and Levy Counties in north central Florida. The contractor must provide all labor and equipment necessary to perform damage assessment of distribution circuits including poles, structures, conductors, connecting hardware, guying systems, transformers, and associated hardware; restoration of damaged distribution infrastructure through transportation of materials, installation of poles and structures, conductor repair, and installation of line hardware; damage assessment and restoration of power to substations and switching stations; and site cleanup including removal of damaged facilities. Proposals must be submitted by 3:00 p.m. on February 27, 2026, with questions accepted until February 11, 2026, and contract award anticipated on April 3, 2026, with rates remaining in effect through December 31, 2027. The contractor must provide labor pricing for crew foreman, JL/Class A lineman, apprentice lineman, operator, and groundman positions at both straight time and premium time rates, as well as equipment pricing for 55-foot buckets, digger derricks, service buckets, and foreman pickups. Proposals are evaluated on a 100-point scale requiring a minimum of 70 points, with scoring based on cost/price (0-30 points), prior experience (0-20 points), references (0-20 points), technical merit (0-15 points), and responsiveness to proposal (0-15 points).
The RFP requires contractors to submit proof of insurance including minimum coverage of $1,000,000 per occurrence for comprehensive general liability, $2,000,000 per occurrence for excess liability, $1,000,000 per occurrence for business automobile liability, plus statutory workers' compensation and $500,000 employer's liability. Contractors must provide three mandatory letters of reference, OSHA 300A summaries and incident rates for 2022-2024, Experience Modification Rates for the same period, and disclosure of any defaults, terminations, litigation, or debarment in the past five years. No specific set-asides or restrictions on organization types are identified in the RFP documentation. No incumbent vendors, current contractors, or existing technology integration requirements are specified. The RFP does not indicate a pre-bid conference or site visits. Award values or budget ranges are not disclosed in the available documentation; however, CFEC reserves the right to award the contract to the respondent submitting the best overall responsive proposal rather than the lowest-priced bidder.
