About this opportunity
D.A.T.E. Academy Charter School in Stone Mountain, Georgia (DeKalb County) is requesting proposals from Food Service Management Companies to operate school nutrition programs for the 2026-2027 school year under an RFP due June 18, 2026 at 12:00 p.m., with a mandatory pre-proposal meeting on June 3, 2026 at 10:00 a.m. and written questions due June 10, 2026. The FSMC must be incorporated or licensed in Georgia and appear on the state's approved vendor list.
The scope encompasses comprehensive management of the National School Lunch Program, School Breakfast Program, After-School Care Program snacks, Seamless Summer Option, and Fresh Fruit and Vegetable Program. Deliverables include menu planning, meal preparation, food procurement, staffing support, and USDA compliance oversight. The FSMC must procure beginning inventory (exclusive of commodities), comply with federal domestic-food-purchase regulations and Georgia preference for locally-sourced agricultural products, and submit a fixed meal price proposal rather than cost-reimbursable pricing. Qualifying offerors must provide annual financial statements reviewed by a certified public accountant, evidence of comparable NSLP and SBP operations, a three-year contract history, and a sample 21-day menu with nutritional analysis.
The contract term runs July 1, 2026 through June 30, 2027, with four optional one-year renewals by mutual written agreement. Payment is monthly on Net 30 terms at a fixed per-meal rate, with USDA commodity values credited against invoices. The FSMC must maintain $1,000,000 combined single limit general liability, automobile, and workers' compensation insurance with the school named as additional insured.
Evaluation criteria total 100 points: Cost & Financial Proposal (25 points), Service Capability Plan (15 points), Experience and References (10 points), Business Practices and Financial Stability (10 points), Accounting and Reporting Systems (10 points), Personnel Management (5 points), Innovation (5 points), and Promotion of School Food Service (5 points). Award is pending state agency approval. Proposals will be opened June 19, 2026 (non-public).
