About this opportunity
The Commonwealth of Virginia Department of Energy, Mined Land Repurposing, Abandoned Mine Land Section is soliciting sealed bids for the 2025 Tree Planting Project Duty Site located in Buchanan County, Virginia, approximately three miles northwest of Hurley near State Route 697. This is a lump sum procurement with unit pricing for tree planting labor and tree seedling procurement on reclaimed abandoned mine land. The contractor must plant 3,900 tree seedlings across the site at a rate of 550 trees per acre, comprising nine specified species including White Oak, Black Oak, Sawtooth Oak, Red Oak, Pin Oak, Virginia Pine, Dogwood, Common Apple, and Black Locust. All work must be completed within 10 calendar days with operating hours between 8:00 a.m. and 5:00 p.m., and the contractor is responsible for furnishing all labor, supervision, materials, seedlings, tools, equipment, site cleanup, and damage repair. The bid closing date is Tuesday, March 24, 2026, at 10:00 a.m., with bids remaining valid for 60 days following submission. Bids must include firm unit prices for tree planting labor (per 100-count bundle) and trees (per 100-count bundle), with payment based on actual quantities accepted and verified through field performance and nursery invoices. Award will be made to the lowest responsive and responsible bidder, and evaluation criteria include bid amount, compliance with Davis-Bacon Act prevailing wage requirements, submission of required bonds, and verification of contractor eligibility.
Bidders must be licensed Virginia construction contractors and must submit an Applicant Violator System (AVS) Checklist to confirm eligibility under federal coal mining regulations (30 CFR 874.16). A bid bond equal to 5% of the bid amount is required for bids exceeding $100,000, as are Standard Performance Bond and Standard Labor and Material Payment Bond, each in the amount of the contract price. The procurement is subject to Davis-Bacon Act prevailing wage requirements and Build America Buy America Act compliance for covered materials. Contractors must maintain workers' compensation insurance and liability coverage of $1,000,000 per occurrence, and must submit a Small Business Subcontracting Plan with a Commonwealth goal of directing at least 42% of purchases to DSBSD-certified small businesses. A one-year warranty on materials and workmanship is required following final project acceptance, and liquidated damages of $1,236.79 per day apply for delays beyond the specified completion date. While no specific award value range is provided, the estimated quantities and typical project costs suggest a contract value likely exceeding $100,000 based on the bond and bonding requirements specified.
