Bidders must submit a bid bond or certified cashier's check equal to not less than 10% of the base bid, and the surety company must be licensed in Georgia with a minimum "A" rating and financial strength of at least five times the contract price. The Owner reserves the right to reject any or all bids and may waive informalities, reject non-responsive, unbalanced, or conditional bids, or reject bids from unqualified bidders or those of doubtful financial ability.

No specific set-aside designations or restrictions limiting responses to disadvantaged enterprises or particular organization types are detailed in the procurement documents. However, all contractors must comply with E-Verify regulations as a condition of participation. The successful bidder will be required to provide Performance and Payment Bonds each equal to 100% of the contract price, demonstrating financial capability and commitment to project completion. No incumbent vendors or current contractors are referenced in the available documentation. No bid may be withdrawn after the closing time for a period of thirty (30) days following bid submission. While a specific contract award value or budget range is not provided in the procurement materials, the project scope and bonding requirements suggest a significant construction contract funded jointly by GDOT and Screven County Commissioners.
